STATEMENT REFERED TO IN REPLY TO PART (a) TO (e) OF LOK SABHA STARRED QUESTION NO. 346 FOR 28.03.2022 REGARDING “SCHEMES FOR UNORGANISED WORKERS IN ODISHA” RASIED BY SHRI BASANTA KUMAR PANDA AND SHRI ARUN SAO.
(a): As per the Periodic Labour Force Survey (PLFS) 2017-18 carried out by the National Sample Survey Organisation (NSSO), Ministry of Statistics & Programme Implementation, 38 crore workers out of total of 47 crore workforce, are engaged in the unorganized sector. Government has also launched e-SHRAM portal in August, 2021 with an objective to create National Database of Unorganised Workers (NDUW). As on 24th March, 2022 around 26.89 crore workers of unorganised sectors have been registered under e-Shram Portal. The sector wise details of unorganised sector enrolled so far under eShram Portal is attached at Annexure I.
(b) to (e): The details of the Social Security Schemes being implemented by the Government for unorganised sector workers are as under;
(i) Pradhan Mantri Shram Yogi Maan-Dhan (PM-SYM) pension scheme, which provides a monthly minimum assured pension of Rs. 3000/- after attaining the age of 60 years. The unorganised workers in the age of 18-40 years are eligible to join the PM-SYM scheme. As on 20th March, 2022, the district-wise details of the beneficiaries enrolled under the scheme in the State of Odisha are at Annexure II.
(ii) Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) provides life insurance cover for the people in the age group of 18-50 years. The benefit under PMJJBY is Rs. 2 lakh on death due to any reason at a premium of Rs. 330 per annum. The district-wise details of the beneficiaries under the scheme in the State of Odisha are at Annexure III.
(iii) Pradhan Mantri Surksha Bima Yojana (PMSBY) provides accidental insurance cover for the workers in the age group of 18-70 years. The benefits under PMSBY are Rs 2 lakh on death due to accident and permanent total disability and Rs. 1 lakh on permanent partial disability at a premium of Rs. 12 per annum. The district-wise details of the beneficiaries under the scheme in the State of Odisha are at Annexure IV.
(iv) The health and maternity benefits are provided through Ayushman Bharat Scheme which is a universal health scheme for health coverage upto Rs. 5.00 lakhs for secondary and tertiary hospitalization as per the criteria identified from Socio-Economic Caste Census (SECC) of 2011. This scheme has been implemented in all the States/UTs except the State/UT of Delhi, West Bengal and Odisha.
(v) e-SHRAM portal was launched in August, 2021 with an objective to create National Database of Unorganised Workers (NDUW) of the age group of 16-59 years to facilitate delivery of Social Security Schemes/ Welfare Schemes of the Central and State Governments to the unorganised workers. The details of the beneficiaries who have been issued with e-SHRAM card in the State of Odisha are at Annexure V.
Apart from the above schemes, the Government has taken various initiatives to extend the benefits of Social Security Schemes to the workers of unorganised sector such as portability of provisions of Ration through One Nation One Ration Card scheme, capital loans to street vendors through PM-SVANidhi, additional allocation of food grains under Pradhan Mantri Gareeb Kalyan Ann Yojana through Public Distribution System, Mahatma Gandhi National Rural Employment Guarantee Act, Deen Dayal Upadhyay Gramin Kaushal Yojana, Pradhan Mantri Awas Yojana, Gareeb Kalyan Rojgar Yojana, Deen Dayal Antyodaya Yojana, Pradhan Mantri Kaushal Vikas Yojana etc. depending upon their eligibility criteria.
