Question : Fake Pathological Laboratories

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether the Government is aware of existence of fake pathological laboratories across the country and if so, the details thereof;

(b) whether the Union Government in coordination with State Governments has conducted any survey to find the number of fake pathological labs and if so, the details thereof State/UT-wise; and

(c) if not, the mechanism devised to keep a check on such fake pathological laboratories particularly in metropolitan cities?

(a): The Government is aware of the reports appearing in the media from time to time about existence of fake pathological laboratories across the country. Since, Health is a State subject, details of such laboratories is not maintained centrally.

(b) & (c): Health is a State subject. No such specific survey to identify fake pathological lab in the country has been conducted by the Government in coordination with the State Government. However, the Ministry of Health and Family Welfare had got a survey of clinical establishments in 61 districts of 4 States and 7 UTs (Sikkim, Mizoram, Arunachal Pradesh, Himachal Pradesh and all Union Territories) undertaken through the Quality Council of India and Indian Medical Association. As per the survey report, the cumulative percentage of Laboratories for all 11 States/UTs which did not have the required equipment varied from 4% to 54% for different types of equipment.
