(a) whether Common Service Centres (CSCs) have been established in the country to provide employment to youths;
(b) if so, the number of CSCs opened in the country so far, State-wise; and
(c) the details of the procedure to be followed by an applicant along with the fee charged for registering to set up a CSC?

Answer given by the minister

(a) and (b): Yes, Sir. As on 30th June, 2016, total 2,23,307 CSCs were set up in the country. The State wise list is at Annexure-I.

(c): The procedure to be followed by an applicant for setting up of CSC is placed at Annexure-II.

Annexure-II
The procedure to be followed by an applicant for setting up of CSC:

A. On-line Registration -
1. To visit the website www.csc.gov.in and go to the registration page.
2. On Registration page, the Applicant shall enter his/her Aadhaar number and complete the authentication process by e-KYC.
3. The Aadhaar Number will be verified automatically in the system, and the Registration Form will appear automatically containing the Applicant’s Aadhaar details. There will be some other personal information which the Applicant needs to fill in manually.
4. The Applicant is required to upload two photographs of his/her shop – one interior photograph, and one exterior photograph of the shop where he/she intends to set up the CSC. Only GEO tag Centre photograph is accepted on the Registration Form.
5. The Applicant also needs to upload his/her PAN Card while filing in the Registration Form.
6. The Applicant is required to register his/her Mobile Number and e-Mail ID on the Registration Form.
7. After submission of duly filled in Form, the Applicant will get a Registration Number/Application Number and confirmation through SMS.
8. After Submission, CSC ID is generated within 15 to 20 days. During this time, the on-line registration details are sent to the State/UT Teams for verification. On verification, the CSC ID is generated. The CSC ID as well as the Password is sent to Applicant’s registered e-Mail ID and Mobile Number.
9. The Applicant can track his/her status online on the same portal by using same application number and Aadhaar.
B. Off-line Registration
In this process, the Applicant can submit Application for becoming a Village Level Entrepreneur (VLE) to the concerned District e-Governance Society (DeGS). As per CSC 2.0 Guidelines, DeGS is required to constitute a Selection Committee for selection of VLEs for a particular Gram Panchayat. The Selection Committee / DeGS will send their recommendation to the Centralised CSC ID Creating Team for creation of CSC ID.

Apart from this, the Applicant also submits application to the State Team of CSC e-Governance Services India Limited (CSC Special Purpose Vehicle-CSC SPV). After proper verification, the State Team sends their recommendation to the Central OMT ID Team for creation of OMT ID.
No money or fee is charged either for on-line or for off-line Registration of CSC.
