Question : Rural Road Connectivity

(a) the number of villages which have been connected with all weather roads and the total amount spent thereon during the last three years and the current year, State/ UT-wise;
(b) the number of villages across the country which are not connected with all weather roads till date and the time by which the Union Government aims to connect such villages by roads along with the amount likely to be spent thereon, State/ UT-wise;

(c) whether the revenue villages have been included in core network approved by the Union Government to provide all weather road connectivity under the Pradhan Mantri Gram Sadak Yojana (PMGSY) and if so, the details thereof;

(d) whether the core network was prepared on the basis of revenue villages instead of habitation based population data and if so, the details thereof; and

(e) the status of disposal of the proposals lying pending before the Union Government from the State of Madhya Pradesh during the last three years and the current year under PMGSY and if so, the details thereof and the time by which the said proposals are likely to be approved?

(a): State-wise/UT-wise details of habitations connected and expenditure reported by the States under Pradhan Mantri Gram Sadak Yojana (PMGSY) during the last three years and the current year are given at Annexure -I.

(b): For accelerated execution of PMGSY, the Ministry of Rural Development in consultation with the Ministry of Finance and the State governments, has formulated an Action Plan to achieve the target of the Scheme early, with enhanced financial allocation to the States and modified funding pattern in the Scheme. The fund sharing pattern of PMGSY has been made in the ratio of 60:40 between the Centre and States for all States except for 8 North Eastern and 3 Himalayan States for which it will be 90:10. In view of the availability of substantial additional funds under the Scheme with the new funding pattern between Centre and the State and enhanced allocation by the Government of India, all the States have been advised to obtain sanctions of balance works under PMGSY-I/II as per the mandate of the Scheme and to substantially complete them by March, 2019, so as to provide connectivity to target habitations. In order to accelerate the implementation and ensure time bound completion of the Scheme in the States, the Government has enhanced the annual allocation for PMGSY. During the year 2015-16, the total Annual Allocation of the States was Rs.23,806 crore (Rs 15,175.71 crore – Central Share and Rs. 8,631 crore - State Share. The Budget Estimate (BE) for 2016-17 is Rs.19,000 crore and together with State share, about Rs 27,000 crore will be spent on PMGSY in 2016-17. State/UT-wise details of habitations which are yet to be connected under PMGSY (upto October, 2016) are at Annexure-II.



(c) & (d): The unit of programme is a habitation and not a revenue village under PMGSY. A habitation is a cluster of population, living in an area, the location of which does not change over time. Desam, Dhanis, Tolas, Majras, Hamlets, etc., are commonly used terminology to describe the Habitations. Core Network of PMGSY was prepared considering habitation as a unit, based on census 2001. As some of the States had indicated that their Core Network is based on revenue villages with population from Census 2001, the Ministry allowed these States to revise their Core Network.
