Question : Construction of Toilets

(a) the targets fixed and the number of toilets and bio-toilets built under Swachh Bharat Mission-Gramin (SBM-G) during each of the last three years and the current year, State/UT-wise, separately for toilets and bio-toilets;

(b) the details of the funds provided by the Government for the purpose under the Mission since its inception, State/UT wise and year-wise;

(c) whether the Government has sought private participation to build/ construct toilets and bio-toilets under the said Mission;

(d) if so, the details thereof along with the cooperation extended by the private sector in this regard, so far; and

(e) whether there is any proposal under the consideration of the Government for constructing drainage system for human waste and waste generated from toilets constructed under the Mission and if so, the details thereof?

(a) Since Swachh Bharat Mission (Gramin) is demand driven scheme, hence no State-wise targets are fixed. State/UT-wise, Individual household latrines constructed during last three years and the current year is at Annexure-1. Separate monitoring is not done for bio-toilets.


(b) State/UT wise and year-wise, central share released since launch of SBM(G) on 2.10.2014 to 3.3.2017 is at Annexure-2.

(c) and (d) Under Swachh Bharat Mission (Gramin){SBM (G)}, Guidelines have been issued to facilitate the utilization of Corporate Social Responsibility (CSR) funds in rural sanitation activities. States can use these guidelines as a base to develop their own procedure to attract/receive and utilize CSR funds. Many Corporates have announced taking up works in rural sanitation, which they carry out in consultation with the State/district and local governments. Details are available at the decentralised levels. Swachh Bharat Kosh has been set up under the Ministry of Finance to attract contributions from Corporates and other entities towards achievement of Swachh Bharat. The contribution to Swachh Bharat Kosh by the companies has also been covered under CSR under the Companies Act.

(e) Under Swachh Bharat Mission (Gramin), twin leach pit toilets are being promoted, under which no sewage for transporting away is generated. Solid and Liquid Waste Management (SLWM) is an important component of SBM(G). Under this component construction of low cost drainages can be taken up. Funds for Solid and Liquid Waste Management activities with cap of Rs. 7/12/15/20 lakh are available for Gram Panchayats having upto 150/300/500/ more than 500 households. Normally drainage systems are not created in rural areas because of the low density of population, scattered households, less quantity of sewage generated and high cost. However the state can choose the type of liquid waste management facility they wish to create looking into the amount of sewage generated.
