Question : TARIFF PLAN



(a) whether the Telecom Regulatory Authority of India proposes to make it mandatory for mobile operators to offer at least one tariff plan based on `per second` billing in the country;

(b) if so, the details thereof;

(c) if not, the reasons therefor;

(d) the steps taken by the Government in this regard;

(e) whether the Bharat Sanchar Nigam Limited has introduced the said plan in some States of the country; and

(f) if so, the time by which this plan is likely to be introduced in all States?

THE MINISTER OF COMMUNICATIONS AND INFORMATION TECHNOLOGY & LAW AND JUSTICE (SHRI RAVI SHANKAR PRASAD)

(a) & (b) Telecom Regulatory Authority of India(TRAI) vide Telecommunication Tariff (51st Amendment) Order 2012 dated 20.04.2012, inter-alia, mandated “that every service provider providing cellular mobile service shall offer to the subscriber at least one pre-paid and post paid Tariff plan with pulse duration of one second for local and national long distance calls.”

(c) & (d) Does not arise in view of (a) &(b) above.

(e) Bharat Sanchar Nigam Limited (BSNL) has already introduced per second plan under both postpaid and prepaid mobile services on PAN India basis.

(f) Does not arise in view of (e) above.
