Question : COMPARATIVE COST OF GENERATION OF ELECTRICITY

(a) whether the per unit cost of electricity generation from nuclear energy is comparatively less than the per unit cost of electricity produced from other sources;

(b) if so, the details thereof including comparative per unit cost of electricity from all sources including nuclear energy; and

(c) the policy/guidelines laid down for allotment of electricity generated from each nuclear reactor to the States and other consumers?

Answer given by the minister

THE MINISTER OF STATE FOR PERSONNEL, PUBLIC GRIEVANCES & PENSIONS AND PRIME MINISTER’S OFFICE
(DR.JITENDRA SINGH):

(a) The cost of production of electricity through nuclear energy is comparable to those of the contemporary conventional base load power generating units (like coal based thermal power) located in the area/region.

(b) The latest available minimum and maximum tariff for pit-head and non-pit-head coal based stations, lignite based stations, gas based stations, liquid fuel based stations and hydro stations, renewable sources such as wind energy and solar energy, and nuclear energy as on 31.03.2014 is given in the Table below:

 S.	Type of	Maximum Total	Minimum Total No.	Generating	Tariff(both	Tariff(both	stations	fixed charge	fixed charge	and energy	and energy	charge)	charge) 1.	Pit-head coal based station	Rs. 3.19 per unit	Rs. 0.87 per unit 2.	Non-pit-head based station	Rs. 5.29 per unit	Rs. 3.32 per unit 3.	Lignite based station	Rs. 4.01 per unit	Rs. 2.79 per unit 4.	Natural gas based station	Rs. 3.99 per unit	Rs. 2.66 per unit	(APM gas) 5.	Natural gas based station	Rs. 4.52 per unit	Rs. 4.23 per unit	(NAPM gas) 6.	LNG gas based station	Rs. 10.67 per unit	Rs. 8.41 per unit 7	Liquid based stations	Rs. 13.01 per unit	Rs. 7.67 per unit	(Naphtha/HSD) 8.	Hydro based station	Rs. 5.77 per unit	Rs. 0.86 per unit 9.	Wind energy	Rs. 6.00 per unit	Rs. 3.74 per unit 10.	Solar PV(Photovoltaic)	Rs. 7.72 per unit 11.	Solar CSP (Concentrated	Rs. 11.88 per unit	Solar Power) 12.	Nuclear energy	Rs.3.41 per unit	Rs.0.95 per unit

(c) With effect from January, 2011, the Government of India has approved a policy of allocation of 50% of power to Home States from all new nuclear projects of Nuclear Power Corporation of India Limited (NPCIL). 15% of power would remain as unallocated at the disposal of Government of India and the remaining 35% is to be allocated to other constituents (except Home State) as per the Central formula.
