Question : Sports Infrastructure

(a) the details of the existing sports infrastructure in the country across all sports, State-wise, district-wise including Bihar;

(b) the details and the number of coaches available in the country, State-wise, district-wise and sport-wise including Bihar;

(c) whether the Government plans to expand and improve existing sports infrastructure under Khelo India and if so, the details thereof, State-wise including Bihar with the estimated cost sanctioned and timelines for completion of the projects;

(d) whether the Government proposes to expand the scope of sports infrastructure under Corporate Social Responsibility (CSR) and if so, the details thereof; and

(e) the details of other steps taken by the Government to promote Khelo India initiatives at the rural and local level across the country particularly in
the State of Bihar?

(a) and (b) ‘Sports’ being a State subject, the primary responsibility to create sports infrastructure and engage sports coaches rests with the State/Union Territory Governments. The Union Government supplements their efforts. The sports infrastructure and coaches in various parts of the country, including Bihar, are under the jurisdiction of the respective bodies/departments of State/UT Governments. As such, the information about them is not maintained in this Ministry. However, this Ministry has sanctioned 267 sports infrastructure projects of various categories in the country under the Khelo India Scheme, which includes 11 projects in Bihar, as detailed in Annexure – I. Further, the Sports Authority of India (SAI) has 918 regular and contractual coaches under its various centres across the country. Discipline-wise and State-wise details of coaches under SAI are at Annexure – II and Annexure – III, respectively.

(c) Under the “Utilisation and creation/upgradation of sports infrastructure” vertical of the Khelo India Scheme, financial assistance is provided to State/UT Governments and other eligible entities for creation/upgradation of sports infrastructure of various categories across the country. Khelo India Scheme is a demand driven scheme under which projects are sanctioned regularly on the basis of proposals received from various State/UT Governments and other eligible entities from time to time. The timeline of completion of projects sanctioned under this Scheme is two to three years. However, the responsibility of executing the projects rests with the State/UT Governments. The State-wise details of sports infrastructure sanctioned in the country, including Bihar, under the Khelo India Scheme are given at Annexure – I.

(d) The Government encourages the contribution of Corporate Social Responsibility (CSR) funds for development of sports infrastructure through various Schemes of this Ministry. Under the National Sports Development Fund, which is a Central Sector Scheme, CSR funds are received from public as well as private institutions for creation and maintenance of sports infrastructure. So far, Rs. 170 crore of CSR funding has been received from various organisations.

(e) The Government provides financial assistance for development of sports by way of creation/upgradation of sports infrastructure as well as conducting competitions and coaching/training camps under the Khelo India Scheme across the country throughout the year, including the State of Bihar. So far, an amount of Rs. 55.49 crore has been sanctioned for creation of sports infrastructure in various districts of Bihar under the Scheme. Further, Rs. 1.16 crore have been released under the vertical “sports for peace and development” of the Scheme in Bihar.
