Question : REDUCTION IN CENTRALLY SPONSORED SCHEMES IN TENTH PLAN



(a) whether the number of Centrally Sponsored Schemes in the Department of Agriculture have been reduced significantly in the Tenth Five Year Plan as compared to the Ninth Five Year Plan;

(b) if so, the details thereof and the reasons therefor;

(c) its likely impact on the marginalized small land holders who were the highest beneficiaries of these schemes and also the weaker section of the society; and

(d) the details of the schemes brought down in the Department of Agriculture, Animal Husbandry, Dairying and Agriculture Research separately?

(a) to (c): The details of centrally sponsored schemes implemented in the terminal year of the Ninth Plan and proposed to be implemented in the Tenth Five Year Plan are as follows:

The Department of Agriculture and Cooperation had undertaken Zero Based Budgeting Exercise which resulted in reduction of sixteen Centrally Sponsored Schemes into seven Centrally Sponsored Schemes and one Central Sector Scheme. The reduction in number of Schemes is simply due to the merger of Schemes while no Centrally Sponsored Scheme has been dropped/discontinued.

The merger of Schemes will provide flexibility to the State Governments in operationalisation and optimum utilization of central assistance. It will have a positive impact on all category farmers including small and marginal farmers.
