(a) to (e) – Yes, the Central Government has received requests from various States/UTs for grant of approval pertaining to various projects. The Ministry has received 148 project proposals of Major/Medium Irrigation (MMI) projects and Extension, Renovation and Modernization (ERM) projects for grant of techno economic clearance during the current plan period out of which 68 projects have been considered and accepted by the Advisory Committee of the Ministry. The details of the same are at Annexure I. The remaining proposals did not meet the prescribed norms.
During current plan period, 18 project proposals were received from State Governments for being declared as National Projects. The details of the projects are at Annexure-II.
21 Projects were received for proposed Externally Aided funding. The details are at Annexure-III
During current plan period, 99 ongoing irrigation projects under Pradhan Mantri Krishi Sinchai Yojana (PMKSY) in the country have been prioritized in consultation with States, for completion in phases by Dec., 2019 in mission mode. The Government has approved the funding arrangement for these projects through National Bank for Agricultural and Rural Development (NABARD) for their completion in a time bound manner. Details of the State-wise list of 99 prioritized projects is at Annexure-IV The state-wise details and central assistance released during 2015-16 and 2016-17 under PMKSY- Accelerated Irrigation Benefit Programme (AIBP) and PMKSY-HKKP(Har Khet Ko Pani) is at Annexure-V(a&b).
During current Plan, total of 621 Flood Management projects for Rs. 57170.48 crore were received from State Governments for techno-economic appraisal out of which, 297 projects of estimated cost Rs.12495.46 crore were cleared. The State-wise status is given at Annex-VI. Out of these techno-economically cleared 297 projects, 102 projects for Rs. 5381.28 crore have been approved under Flood Management Programme (FMP) of the Ministry. The details are at Annexure –VII.

Details of the requests/proposals received with regard to declaring New National Projects and the action taken thereon are given as under.

1. U.P. Restoring Capacity of Sharda Sahayak System The project was recommended by High Powered Steering Committee in its fifth meeting held on 22.12.2011 subject to revision of guidelines of National Projects in respect of ERM projects. Later, vide letter dated 30.07.2014, State Govt. proposed for funding the project from JICA [Japan International Co-operation Agency] (External Aid).
2. M.P Bargi Diversion Project The proposal was recommended by the High Powered Steering Committee in its second meeting held on 17.2.2010. As per the report of a Joint team of CWC Official and State Government, constituted by MoWR, RD & GR, which visited the Bargi Project (dated 6th to 8th May, 2015) to access the then status and eligibility of its inclusion under the scheme of National Project – “the project does not fulfill the criteria for considering as National Project. Balance irrigation potential to be created by the project is less than 2 lakh ha. Hence this Project is not fit for inclusion under National Project”.
3. Odisha Rengali Irrigation Project The State Govt. has decided to construct LBC with JICA assistance. Remaining project does not satisfy criteria of more than 2 Lakh ha.
4. A.P. J. Choka Rao Lift Irrigation Scheme Proposal as per guidelines for implementation of National Projects has not been received from the State Govt.
5. Jharkhand, Odisha, West Bengal Subernarekha Multipurpose Project Proposal as per guidelines for implementation of National Projects has not been received from the State Govt.
6. Andhra Pradesh Dr. B.R. Ambedkar Pranahita Chevella Sujala Sravanthi Project Proposal to declare Dr. B. R. Ambedkar Pranahita Chevella Sujala Sravanti Project as National Project was received in MoWR, RD & GR in July 2010. The proposal was examined in Central Water Commission (CWC) and MoWR, RD & GR was informed that the project is not yet approved from TAC / the then Planning Commission. Accordingly, MoWR, RD & GR was intimated in August, 2010 to convey the State Govt. of Andhra Pradesh to submit the Detailed Project Report (DPR) of the Project for techno-economic appraisal in CWC and subsequent investment clearance from the then Planning Commission. Thereafter necessary action for inclusion of the project in the scheme of National Projects would be taken.
7. U.P. Kanhar Irrigation Project The irrigation potential of the project is less than 2 Lakh ha and hence not eligible to be consider as national project. The State Govt. has been informed.
8. U.P. Baghain Dam The irrigation potential of the project is less than 2 Lakh ha and hence not eligible to be consider as national project. The State Govt. has been informed.
9. U.P. Ban Sagar Canal The irrigation potential of the project is less than 2 Lakh ha and hence not eligible to be consider as national project. The State Govt. has been informed.
10. U.P. Rajghat Canal Phase-II The irrigation potential of the project is less than 2 Lakh ha and hence not eligible to be consider as national project. The State Govt. has been informed.
11. Maharashtra Bodwad Parisar Sinchan Yojana The irrigation potential of the project is less than 2 Lakh ha and hence not eligible to be consider as national project. The State Govt. has been informed.
12. Maharashtra Clustered projects from Tapi Basin. It covers cluster of six major and medium irrigation projects out of which 2 projects are not yet approved from the Planning Commission.
13. J& K Pakal Dul H.E. Project Complete proposal as per guidelines for implementation of National Projects is required.
14. Gujarat Sardar Sarovar (Narmada) Project The proposal of Sardar Sarovar (Narmada) Project was received from Govt. of Gujarat for inclusion under the scheme of National Project for balance works of the project. The State Govt. was requested to comply observations of CWC on the proposal including updating of cost. However, the State Govt is yet to comply the observations.
15. Telengana Integrated Kaleswaram Irrigation Project A request was received in February 2016 from the Chief Minister, Telengana through a PMO reference on according National Project status to the Integrated Kaleswaram Irrigation Project (Pranahitha and Kaleshwaram) of Telengana. The proposal may be considered for inclusion of the project as a National Project subject to fulfilment of conditions and submission of proposal as per the guidelines for implementation of National Projects. Till date, the State Government has not submitted the proposal in the prescribed format for inclusion in the scheme of National Projects.
16. Rajasthan Project of diversion of surplus water from Sabarmati Basin to Jawai Dam VIP reference letter dated 25.04.2016 of Smt. Vasundhara Raje, Chief Minister, Govt. of Rajasthan was received regarding declaring project of diversion of surplus water from Sabarmati Basin to Jawai Dam as National Project. The proposal may be considered for inclusion of the project as a National Project subject to fulfilment of conditions and submission of proposal as per the guidelines for implementation of National Projects. The proposal in prescribed format is yet to be received.
17. Rajasthan Project of Intra-Basin Water Transfer Scheme in Chambal Basin VIP reference of Smt. Vasundhara Raje, Chief Minister of Rajasthan regarding declaring “Intra-Basin Water Transfer Scheme in Chambal Basin” as National Project was received in June 2016. The proposal may be considered for inclusion of the project as a National Project subject to fulfilment of conditions and submission of proposal as per the guidelines for implementation of National Projects. The proposal in prescribed format is yet to be received.
18 Rajasthan Parwan Major Multipurpose Irrigation Project The Proposal of the project received vide State govt. letter dated 23.09.2016 for inclusion under the scheme of National Project has been forwarded to Project Appraisal Organization (PAO), CWC for appraisal of the project. As per Guideline for implementation of National Project, the process of inclusion of the said project under the scheme of National Project will start after TAC & investment clearance.

5 JICA UP Project for Restoring Irrigation Potential of Sarda Sahayak & Sarda Canal System in UP
CWC examined the revised Concept Note and sent in-principle approval to the Ministry on 21.4.2016.
6 JICA Punjab Rehabilitation, extension, renovation, modernization of various canal systems, restoring storage capacity of reservoirs, lining of water course, along with allied works in Punjab.
The Ministry received two proposals separately with the same objective and same amount but with different funding source.
One is a Concept Note for JICA funding, and other is for AIBP funding.
As the same proposal cannot be processed from two different sources, the matter was apprised to Principal Secy. (Irrigation) on 29.4.2015.
State Govt. sent their reply to Ministry’s queries.
CWC on 10.8.2015 requested the State Govt to submit DPR of the project.
DPR of the project is awaited from State Govt.
