Question : EDUCATIONAL LEVEL OF HANDICAPPED CHILDREN



(a) whether the Government has conducted any survey to find out the educational level of handicapped children and if so, the details thereof, State-wise;

(b) the steps taken by the Government to impart educational and vocational training to such children; and

(c) the funds sanctioned for the purpose during each of the last three years and the current year, State-wise?

(a) As per Census 2001, 49 percent of persons with disabilities are literate out of which graduate and above constitute 3 percent. State-wise data in this regard is not available in this Ministry.

(b) As per Section 26 of the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995, the appropriate Government and local authorities are mandated to ensure that every child with disability has access to free education in an appropriate environment till he attains the age of eighteen years. The Central Governments has certain schemes to supplement the efforts of the State Government for promoting educational and vocational training for persons with disabilities.

(c) Details of the funds sanctioned during the last three years and current year under some of the major schemes in this regard i.e. Deendayal Disability Rehabilitation Scheme (DDRS) and Rajiv Gandhi National Fellowship Schemes of the Department of Empowerment of Persons with Disabilities and skill development scheme and education loan scheme of the National Handicapped Finance Development Corporation (NHFDC) are at Annexure-I-IV respectively.
