(a) to (c) The Department of Animal Husbandry & Dairying, Government of India is implementing following schemes primarily focusing on development of cooperative dairy sector including dairy co-operative societies:
(i) National Programme for Dairy Development (NPDD):
The Department is implementing NPDD scheme across the country since Feb-2014 with an objective of creating/strengthening of infrastructure for production of quality milk, procurement, processing and marketing of milk & milk products by dairy cooperatives, milk producer companies across the country. The scheme has been restructured/ realigned in July 2021 for implementation during 2021-22 to 2025-26.
(ii) Dairy Processing and Infrastructure Development Fund (DIDF):
DIDF was launched in December 2017 with the objective of creation/ strengthening of Milk Processing, Value addition & chilling facilities for Dairy Co-operative, Multi State Dairy Cooperatives, Milk Producer Companies (MPC), National Dairy Development Board’s (NDDBs) subsidiaries, Self Help Groups (SHGs) and Farmer Producer Organisations (FPOs) registered under State Cooperative and Companies Act with total outlay of Rs. 11,184 Crore (loan component of Rs. 8,004 Crore). DIDF is to be implemented from 2018-19 to 2022-23 and repayment period upto 2030-31 with spill over to first quarter of the FY 2031-32.
(iii) Supporting Dairy Cooperatives and Farmer Producer Organizations engaged in dairy activities (SDCFPO):
The central sector scheme Supporting Dairy Cooperatives and Farmer Producer Organizations engaged in dairy activities (SDCFPO) is implemented as a part of umbrella Scheme “Infrastructure Development Fund” from 2021-22 to 2025-26 with an outlay of Rs 500 Cr. This Scheme was launched during 2017-18. The scheme is being implemented through National Dairy Development Board (NDDB). Main objective of the scheme is to assist the cooperative societies and farmer producer organizations engaged in dairy activities by providing soft working capital loan to tide over the crisis on account of severely adverse market conditions or natural calamities. Due to Economic Impact of Covid-19 on dairy sector, Ministry of Fisheries, Animal Husbandry and Dairying has introduced a new component “interest subvention on Working capital loans for Dairy sector” as one of the component with an outlay of Rs 203 Cr for 2020-21. Thus the actual implementation of scheme started during 2020-21. The other component namely “working Capital loan” was kept in suspension since 2020-21.
(iv) Rashtriya Gokul Mission (RGM):
RGM scheme is being implemented with the objectives of enhancing productivity of bovines and increasing milk production in sustainable manner using advanced technologies as well as to promote indigenous cattle & buffaloes rearing and its conservation in a scientific and holistic manner. Dairy cooperatives are also eligible to get assistance under the scheme.
(v) National Livestock Mission (NLM):
The Government of India is implementing realigned National Livestock Mission (NLM) from FY 2021-22 for improving fodder availability in the country. The sub-mission on Feed and Fodder Development of this scheme aim towards strengthening of fodder seed chain to improve availability of certified fodder seed required for fodder production. National Dairy Development Board (NDDB) is facilitating dairy cooperatives to take up the fodder seed production in a big way under the aegis of this scheme.
