Question : Projects under Namami Gange Mission

(a) whether the Government has recently reviewed the execution of projects under Namami Gange Mission in some States;
(b) if so, the details along with the outcome thereof;
(c) the number of projects sanctioned under the said mission so far, State/UT-wise;
(d) the cost involved in each project along with its completion date and the details of Memorandum of Understanding (MoU) signed so far, if any; and
(e) the steps taken/being taken by the Government to complete the said projects in time bound manner?

(a) & (b) The Government of India is closely monitoring and regularly reviewing the execution of Namami Gange projects with concerned States with a perspective to assess the progress, identify the bottlenecks affecting the progress, improve coordination and to evolve enabling measures to expedite project implementation. The details of the review meetings held at the level of Hon’ble Minister of Water Resources, River Development and Ganga Rejuvenation during 2018 to monitor the execution of the projects are given below:

In addition to the above 11 Executing Committee (EC) meetings held during the year 2018 till date, in which the progress of execution of the projects in the States / UT was reviewed.

(c) & (d) Under Namami Gange Programme, variety of coordinated activities meant for cleaning of river Ganga including treatment of municipal sewage, treatment of industrial effluent, drain bio-remediation, river surface cleaning, rural sanitation, river front development, construction of ghats and crematoria, afforestation & biodiversity conservation, public outreach programme etc. have been taken up. So far, a total of 254 projects have been sanctioned at an estimated cost of Rs. 24,672 crore as per the following breakup.

Details of Memorandum of Understanding (MoU) signed so far are given in the Annexure.

(e) In order to ensure effective implementation and timely completion of projects, regular progress reviews are being held at different levels and the bottlenecks are resolved through continuous coordination with the state government at various levels, field visits and by regular monitoring. Further, following measures have been taken for timely completion of projects:

i. Engagement of Project Management Consultants / Supervision Consultants.
ii. Providing hand holding support to States in implementation of projects on new and evolving concepts such as “Hybrid Annuity Based Public-private partnership (PPP Mode)”, “One City – One Operator” etc.
iii. Developed guidelines for preparation of Detailed Progress Reports (DPRs).
Cleaning of the river is a continuous process and efforts are being made to complete the projects by the year 2020.

ANNEXURE
ANNEXURE REFERRED TO IN REPLY TO PARTS (c) & (d) OF UNSTARRED QUESTION NO. 2725 TO BE ANSWERED IN LOK SABHA ON 27.12.2018 REGARDING “PROJECTS UNDER NAMAMI GANGE MISSION”.

1. Project: Environment literacy programme in 1438 Gram Panchayats located along the bank of river Ganga in Sakshar Bharat Districts.
Sanctioned Cost: Rs. 2.40 crore
Completion date: 31st December 2020
An Environment literacy program funded by NMCG is under implementation by Ministry of Human Resource Development, Department of Higher Education in 1438 Gram Panchayats in five Ganga river bank states.

2. Project: Involvement of Youth in Namami Gange Programme.
Sanctioned Cost: Rs 10.00 crore
Completion date: 10th August 2020
Nehru Yuva Kendra Sangathan (NYKS), Ministry of Youth Affairs & Sports has been assigned a project “Involvement of Youth in Namami Gange Programme” for 20 months.

3. Project: Rural sanitation programme in Ganga bank villages.
Rural Sanitation programme is being implemented by Ministry of Drinking Water & Sanitation for which NMCG has been sanctioned Rs.1020 cr. to MoDWS for the construction of Individual Household Latrine (IHHL), liquid waste management & afforestation in Ganga bank villages.

4. Project: Swachhta Action Plan (SAP), Namami Gange Clean Abhiyan.
Sanctioned cost: Rs.11.00 crore
Completion year –December, 2018
Ministry of Agriculture and Farmers Welfare released an amount of Rs.11.00 crore for organic farming to the States of Uttar Pradesh, Bihar, Uttarakhand and Jharkhand.

5. Project: Promotion, Conservation & plantation of medicinal plant under central sector scheme.
Sanctioned cost: Rs.3.30 crore
Completion year: upto 5 year.
Ministry of AYUSH has sanctioned amount of Rs.30.80 crore for Namami Gange Program for the project of Uttarakhand, Uttar Pradesh, Bihar and West Bengal.

In addition to above NMCG has entered into Memorandum of Understanding with following participating Central Ministries to work in close coordination for ensuring better synergy in the task of pollution abatement and Ganga rejuvenation.
