Question : Implementation of PMAY

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:

(a) the number of houses sanctioned under the Pradhan Mantri Awas Yojana - Housing For All for providing housing for the urban poor including slum dwellers and of the sanctioned houses, construction of houses completed and the number of identified beneficiaries who have already been allotted the constructed houses, city wise and State-wise;

(b) whether the implementation of PMAY (U) projects in a number of States including Karnataka and Maharashtra is not in accordance with the time limit fixed for its completion and if so, the reasons therefor;

(c) whether meetings and workshops are regularly held at city and State levels to explain the salient features of the PMAY (U) Mission, in order to spread awareness and if so, the details thereof; and

(d) whether the difficulties in land acquisition are leading to problems in construction of houses and if so, whether the Government is taking any concrete steps to get rid of this problem and if so, the details thereof?

(a) & (b) : PMAY(U) mission scheme guidelines provide flexibility to States/UTs to appraise and approve projects based on the demand assessed by it. States/UTs are thus required to approach the Central Government only for release of Central assistance.

So far, 4,884 projects for construction of 21,00,475 Houses of EWS
category have been sanctioned under PMAY (U) in various States/UTs including Karnataka and Maharashtra.

Details of Houses sanctioned, constructed and occupied by urban poor beneficiaries including slum dwellers under the ‘Pradhan Mantri Awas Yojana-(Urban) {PMAY[U}’ Mission, States/UTs and City-wise, are Annexed.

(c): Regular workshops at the National, Regional and State level have
been conducted to increase the awareness of the PMAY(Urban) mission as well as to enhance the capacity of the State/city level functionaries dealing with the PMAY(Urban) Mission. Separately, workshops are also regularly being conducted by the National Housing Bank (NHB) and
Housing & Urban Development Corporation Ltd. (HUDCO) to spread awareness among Banks, Housing Finance Companies (HFCs) and other Primary Lending Institutions (PLIs) on the Credit Linked Subsidy Scheme (CLSS) component of the PMAY (Urban) Mission.

(d): ‘Land’ and ‘Housing’ are State subjects, it is, therefore, the responsibility of the State/UT/ ULB authorities concerned to provide encumbrance free land for the projects under the PMAY(U) mission. Additionally, it is incumbent upon the States / UTs to prepare/ amend their Master Plans earmarking land for Affordable Housing. The guidelines also provide that States/UTs shall provide additional Floor Area Ratio (FAR)/ Floor Space Index (FSI)/ Transferable Development Rights (TDR) and relaxed density norms for slum redevelopment and low cost housing, if required.
