(a): The beneficiaries holding account in post offices are paid through the e-FMS system by which credits are made to the accounts of the Head post-offices along with the list of the beneficiaries to be paid. The payments are then made to workers through sub-post offices and Branch Post offices. Since, Department of Posts is not fully on core banking solution like banks, the delay payments have been reported from the field level.
(b): As per Management Information System (MIS), State/UT-wise details of percentage of transaction paid with delay under MGNREGS during the last three years and the current year (as on 20.03.2017) is at Annexure.
(c): The following efforts have been made by Government to reduce the delays in payment of wages to the MGNREGA workers:
• The Ministry has introduced e-FMS system. Under this system, the expenditure is done by making e-Payments towards wage, material and administrative expenses.
• The Government has started National Electronic Fund Management System (NeFMS) in 21 States and 1 UT for direct payment of wages into workers account during current FY.
• The Government has started making the e-Payment through PFMS
• Dashboard to monitor pending FTOs at various levels.
• All cases of delayed payment attract compensation @ 0.05% per day of delay which is paid by the State Governments.
