(a) & (b) Central Ground Water Board (CGWB) periodically assess replenishable ground water resources as well as quality of ground water in the Country including Uttar Pradesh. State-wise details of Blocks/Taluks/Mandals/Firkas, as per the latest assessment (2011), are given at Annexure-I. CGWB also monitors the water quality of shallow aquifers on regional scale once in a year. State-wise number of blocks surveyed during the last three years is given at Annexure II. State-wise details of the blocks in the Country including Uttar Pradesh, where high occurrences of various geo-genic contaminants are observed in ground water is given at Annexure III.
(c) During XI Plan, CGWB has undertaken the Demonstrative Rain Water Harvesting and Artificial Recharge Projects, under the Scheme of “Ground Water Management & Regulation”. The scheme has been discontinued during XII Plan. However, release of funds for approved projects spilled-over during XII Plan. Details of funds released during last three years are given at Annexure –IV. Water harvesting structures/ground water recharge structures and other measures to address depletion of ground water are
also being taken up under MGNREGA and PMKSY (Watershed component and per drop more crop component).
(d) & (e) Water being a state subject, it is primarily the responsibility of the concerned State Governments to make suitable legislation to regulate utilization of ground water.
Central Ground Water Authority (CGWA) has been constituted under ‘The Environment (Protection) Act, 1986’ for the purpose of regulation and control of ground water development and management in the Country. CGWA is regulating ground water withdrawal by industries / infrastructure/mining projects in ‘Non-Notified’ areas for which guidelines/criteria have been framed and circulated in public domain.
Further, Ministry of Water Resources, RD & GR has circulated a Model Bill to all the States/UTs to enable them to enact suitable ground water legislation for its regulation and development which includes provision of rain water harvesting. So far, 15 States/UTs have adopted and implemented the ground water legislation on the lines of Model Bill.
