Question : Special Assistance Scheme

(a) whether the Government provides additional financial assistance to Odisha under the Special Assistance Scheme/Backward Special Assistance Fund;
(b) if so, the eligibility of Odisha for the same along with amount provided to the State thereunder during the last five years, year-wise and if not, the reasons therefor;
(c) whether the Government also provides additional financial assistance to Maharashtra under the Special Financial Assistance Scheme/Fund;
(d) if so, the eligibility of Maharashtra thereunder and the funds sanctioned to them under the said Scheme during the last five years, year-wise and if not, the reasons therefor; and
(e) and the names of the States which are also covered under this special fund scheme along with the amount of funds provided to them thereunder during the said period, year- wise and state-wise?

(a) to (d): Yes Sir. The provision of ‘Special Assistance’ under Demands for Grants ‘Transfers to States’ is earmarked for ‘spillover committed liabilities for which budget provision is not made’ and ‘other need based assistance to the States’. Further, the Union Government, under the ‘Scheme for Special Assistance to States for Capital Expenditure’ provides Special Assistance (Loan) to States in the form of 50-year interest free loan. The details of Special Assistance (Loan) provided to the States of Odisha and Maharashtra as on 08.03.2022 is as follows:
