Question : Assessment of MGNREGS

(a) whether the Government has assessed the performance of various States/ Union Territories under Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS);

(b) if so, the details thereof indicating the names of the States/UTs implementing the scheme effectively and those lagging behind in this regard;

(c) whether the Government proposes to reward the States/UTs for better implementation of MGNREGS and if so, the details thereof, State/UTs-wise;

(d) the details of the provisions and time-frame laid down for transfer of nodal officers responsible for implementation of the said scheme;

(e) whether it is a fact that benefits intended for poor/BPL people under MGNREGS are snatched away by the influential persons including Sarpanch; and

(f) if so, the details thereof and the steps proposed to be taken by the Union Government to ensure that the benefits under the scheme are reached to the targetted poor/BPL people?

(a) & (b): Yes Madam. As per MIS, the average persondays generated at the national level is 39 days per rural household in the financial year (FY) 2016-17 (as on 01.02.2017). During the same period, twenty-one States have reported average persondays per household lower than the national average. The State/UTs-wise average persondays per household generated under MGNREGA is indicated at Annexure.

(c) & (d): The Ministry has given award to four States viz. Tamil Nadu, West Bengal, Andhra Pradesh and Telangana for better implementation of scheme under different categories during the financial year 2014-15. There is no provision and time frame laid down by the Ministry for transfer of nodal officers responsible for implementation under Scheme as the responsibility of implementation of provision under MGNREGA is vested with States/UTs.

(e) & (f): The Electronic Fund Management System (e-FMS) has been rolled out for all types of payments like wage, material and administrative expenses under Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS). The e-FMS credits the wages directly into the respective beneficiary’s account. As of now, the e-FMS has been implemented in 92% of the Gram Panchayats and more than 95% of the wage payments are done using e-FMS.
