Question : SAFETY INSTRUCTIONS ON LPG CYLINDERS



(a) whether the safety instructions on LPG cylinders are not printed in all Indian languages and if so, the details thereof along with the steps taken by the Government in this regard;

(b) whether incidents of fire at petrol pumps/LPG retails outlets have been reported during the last two years;

(c) if so, the details thereof along with any proposal which is under consideration of the Government to install the jammers/ devices in the premises of petrol pumps/ LPG and CNG stations, State/UT/Oil Marketing Company (OMC)-wise;

(d) whether the incidence of cylinders catching fire is on the rise these days; and

(e) if so, the details of the number of such incidents which have taken place in the country and any compensation/ insurance provided by the Government/ OMC to the victims along with the corrective measures taken such as awareness campaign by OMC to prevent such incidents of fire in this country, State/UT-wise?

(a), (d) & (e) Public Sector Oil Marketing Companies (OMCs) have reported that Safety Instructions are stencilled on the body of cylinder in official languages of Government of India i.e. Hindi and English.
OMCs have reported that whenever an accident involving LPG equipments occurs, it is reported to Insurance Company by the distributor and Area Office of the OMC. LPG distributors take Third Party Insurance to cover any loss to persons and properties due to such accidents. In addition, OMCs also take a comprehensive Insurance Policy called Public Liability Policy for Oil Industries. State/UT-wise no. of accidents involving LPG equipments reported in last two years are given in Annexure-I.
OMCs have reported that all cylinders are checked at bottling plants and cylinders found sound are only sent for filling. After filling of LPG all the cylinders are re-checked for leakage. Further, LPG cylinders in use are periodically tested for safety as per norms of the Chief Controller of Explosives, PESO. Regular safety clinics are conducted by the OMCs for their consumers to improve their awareness about use of LPG in a safe manner. Use of suraksha LPG hose with steel wire reinforcement which is rodent attack proof and flame retardant is being promoted by OMCs for improving safety. There is also a requirement of mandatory check of the LPG installation at the customers premises once in two year.

(b) & (c) OMCs have reported that no incident of fire at Auto LPG retail outlets have been reported during last two years 2013-14 and 2014-15.
Number of incidents of fire in the retail outlets reported during the last two years (2013-14 and 2014-15 ) is at Annexure-II.
OMCs have further reported that there is no proposal under consideration for installation of Jammers/devices in the premises of Petrol Pumps/LPG/CNG stations.
