Question : Complaints against MCD Official

(a) whether the Government has received complaints against the officials of Municipal Corporation of Delhi (MCD) regarding negligence, corrupt practices and other irregularities committed by the officials of MCD through Toll Free Telephone No. 1266;

(b) if so, the number of such complaints received and the action taken against the guilty officials separately during each of the last three years and the current year;

(c) whether the Government has conducted any enquiry during the said
period and if so, the details and outcome thereof;

(d) whether the Government has also set up Vigilance Department to check corruption cases in MCD;

(e) if so, the total number of such cases reported and the action taken against the guilty during the said period; and

(f) the other effective measures taken by the Government to check such cases in future?

(a) & (b): The Municipal Corporation of Delhi (MCD) is a body corporate which functions under the provisions of the Delhi Municipal Corporation Act, 1957. The Central Government does not interfere in the day-to-day functioning of the MCD.
The Directorate of Local Bodies, Govt. of NCT of Delhi has informed that no such complaint regarding corruption is received on Toll Free No. 1266 till date in Central Control Room. However, the Central Control Room receives complaints regarding Unauthorized construction, Water Logging, Stray Animals and other public grievances.
(c) to (e): The Vigilance Departments of North, South and East Delhi Municipal Corporations have been set-up to serve as central agency to assume overall responsibility for performing punitive and preventive vigilance.
The Vigilance Department of North, South & East Delhi Municipal Corporations conducts investigation in respect of complaints received from other sources where there was prima facie some substance in allegations against the employees of MCDs found out. The details of cases registered by each Municipal Corporation along with action taken from January, 2013 till date is at Annexure-‘A.’
(f): The preventive checks/inspections are carried out by the Vigilance Departments of all the three DMCs from time to time.
