(a) the number of beneficiaries of various projects under Rashtriya Gram Swaraj Abhiyan (RGSA) in the aspirational districts in the State of Jharkhand in 2018 and 2019;
(b) the salient features of Mission Mode Project on e-Panchayat and the details of work carried out under the project in the State of Jharkhand, and
(c) the details of the measures taken to spread awareness regarding Mission Antyodaya in the aspirational districts of Jharkhand?

(a) The scheme of Rashtriya Gram Swaraj Abhiyan (RGSA) being implemented since 2018 with the primary aim of developing governance capabilities PRIs to deliver on Sustainable Development Goals (SDGs) with main thrust on Panchayats identified under Mission Antyodaya and 117 Aspirational Districts identified by NITI Aayog.
RGSA scheme is demand driven in nature. It is not an individual beneficiary oriented scheme. It seeks to build the capacity of the PRIs and its functionaries. Under this scheme, financial support is provided to States/ Union Territories towards various activities for strengthening of Panchayats viz Capacity Building &Training, training infrastructure and HR support for training, Strengthening of Gram Sabhas in Panchayats Extension to Schedule Areas (PESA), Distance Learning Facility, Support for Innovations, Panchayat Buildings, e-enablement of Panchayats etc.
(b) Realising the importance of e-governance at the Gram Panchayat level, the Ministry of Panchayati Raj (MoPR) is implementing e-Panchayat Mission Mode Project (MMP) wherein a suite of core software applications for Panchayats have been developed. These applications are collectively called Panchayat Enterprise Suite (PES) which address planning, budgeting, implementation, accounting, monitoring, social audit and delivery of citizen services like issue of certificates, licences etc. The details of various PES Applications are at Annexure – I. The details of the work carried out under this MMP in the State of Jharkhand is at Annexure – II.
(c) Mission Antyodaya (MA), is a convergence and accountability framework for transforming lives and livelihood of people through the optimum use and management of resources allocated by different Ministries/ Department of the Government of India under various programmes for the development of rural areas. MA survey, which is an important aspect of MA, is carried out coterminous with the People’s Plan Campaign. It is an important tool for developmental gap identification at village level and lending support to the process of participatory planning for Gram Panchayat Development Plan (GPDP). Mission Antodaya survey in Jharkhand state is executed by Aajeevika Mission (SRLM). Comprehensive training of Gram Panchayat and Ward facilitation teams along with SHG members have been done for MA survey. Besides trainings, other information disseminating activities like detailed guidelines, audio-visuals films, hoardings and wall writing etc. have also been carried out to spread awareness on MA.
