Question : Talcher Fertilizers Limited

(a) the details regarding the status of work in Talcher Fertilizer Limited as on date;

(b) whether the said work is progressing as per the schedule envisaged by the Government and if not; the reasons therefor;

(c) whether the Government, through this joint venture between GAIL, CIL,RCF and FCIL has any plans or scheme to develop the local region through initiatives especially in the field of education, healthcare and road infrastructure;

(d) if so the details thereof; and

(e) if not, the reasons therefor along with the steps being taken to address the issues related to the development of the infrastructure as stated above?

(a) & (b): Talcher Unit of FCIL is being revived by M/s Talcher Fertilizers Limited(TFL), a joint Venture Company of nominated PSUs, namely, RCF, GAIL, CIL & FCIL by setting up a coal gasification based urea plant of 12.7 lakh MT annual capacity. Coal Gasification Technology was shortlisted in Feb, 2017. MoU with IOCL for supply of pet-coke from Paradip refinery was signed in Aug, 2017. Power Price Parity for Bridge Linkage Coal approved by Ministry of Coal. Mine Allotment Agreement for Captive coal mine was signed in Dec, 2018. The work of preparation of DPR for captive Coal Mine was awarded to CMPDIL. Environment Clearance for the project received in Feb, 2018. CCEA approved RCF equity contribution in TFL project in Sept, 2018. Investment approval of the project was accorded by TFL Board on 29th August 2019 after receipt of approvals by the Promoters. LSTK Contracts for Coal Gasification Plant and Ammonia Urea Plant were awarded in September 2019 and zero date of the Project is 17th Sept, 2019. Kick off meeting for Coal Gasification package was held from 22nd to 24th Oct., 2019. Other Major Activities i.e. site enabling work, construction water, construction power and renovation of administrative building, guest house, construction of roads, drains, culverts etc. are under execution. The plant is likely to be commissioned in 2023.

(c) to (e): Sir, The Government is presently focusing upon expeditious installation and commissioning of Coal Gasification based Talcher project.
