Question : GRANTS FOR POLICE REFORM



(a) whether Delhi Police is unable to cope up with the work load in the absence of reforms in police;

(b) if so, whether Delhi Police have requested the Union Government for adequate grants for bringing reforms in police and for recruitment of additional force;

(c) if so, the details in this regard; and

(d) the steps taken by the Government to expedite the release in grant to Delhi Police?

(a) to (d): Bringing about reforms in Delhi Police is a continuing process. The Government has been taking steps from time to time in this direction by increasing the strength; improving its capability, efficiency and professional skills; making it more responsive to the public by imparting training and bringing about attitudinal changes; providing modern and latest equipment and machinery; and improving its over all performance. The Government allocates funds in the annual budget grant of Delhi Police every year as per its requirement, inter-alia, for procurement of vehicles, machinery, equipments, gadgets etc. The sanctioned budget grant of Delhi Police for the year 2005-06 is Rs. 1235.64 crore (non-Plan) and Rs. 110 crores (Plan) as compared to Rs. 1182.94 crores in 2004-05 (non-Plan) and Rs. 107 crores (Plan).
