(a) : All landholding farmers'' families having cultivable land in their names are eligible to get benefit under the Kisan Samman Yojana. Fisheries including pisciculture activities are not covered under the Kisan Samman Yojana.
(b) to (d): The Department of Fisheries (DoF), Ministry of Fisheries, Animal Husbandry and Dairying has a Centrally Sponsored Scheme (CSS) on ‘Blue Revolution: Integrated Development and Management of Fisheries’ for development of fisheries in the country including pisciculture
and it provides financial assistance for the purpose. The Ministry of Fisheries, Animal Husbandry and Dairying has approved the proposals of Government of Bihar for development of fisheries including pisciculture and post harvest infrastructure at a total cost of Rs.318.47 crore under the CSS during past three years (2016-17 to 2018-19). Out of the total central liability of Rs. 122.34 crore, a sum of Rs.60.2925 crore has already been released to the Government of Bihar during the past three years. Beside this, National Fisheries Development Board (NFDB) also provided a sum of Rs. 4.44 crore to various institutions and organizations for development of wetland, ornamental fisheries, demonstration of improved fish varieties and post-harvest infrastructure in the State. Out of this, the Government of Bihar has utilized an amount of Rs.22.46 crore for the purpose during the said period.
(e) to (g): The central financial assistance has been provided to the Government of Bihar for establishment of fish seed hatcheries/prawn hatcheries, construction of new ponds, fish seed rearing unit, development of wetlands, cage/pen culture, whole sale fish markets, retail fish markets and housing for fishers. Besides, fishermen are supplied with nets, boats, fish transport vehicles, exposure visits and training and ornamental fisheries. The Government of Bihar, during the last three years, has created 1811.27 hectares of water area for fish culture under different schemes and around 13,484 persons employed.
