(a) to (d): At present, there are total 177235 sanctioned teaching posts in various
universities across the country out of which 32581 posts are lying vacant. In the State of
Rajasthan, there are 13924 sanctioned posts in various universities out of which 2358
posts are lying vacant. A detailed statement of sanctioned and vacant posts of teaching
staff including Rajasthan is enclosed at Annexure.
University Grants Commission (UGC) vide its D.O. letter No.F.1-14/2019 (CPPII)
dated 4th June, 2019 has prepared the Guidelines for Recruitment of Faculty in
Universities, Colleges and Institutions Deemed to be Universities outlining the selection
procedure and the time frame for recruitment which has been circulated to all
Universities to adhere the guidelines. The Universities has also been requested to take
steps to ensure that the vacancies in the University as well as in the Colleges affiliated
to University are filled up at the earliest and also the status of the recruitment process is
uploaded on the University Activity Monitoring Portal of UGC. A copy of the guidelines

To attract the young talented teachers, there is a provision in the UGC
Regulations on Minimum Qualifications for Appointment of Teachers and Other
Academic Staff in Universities and Colleges and Measures for the maintenance of
standards in Higher Education 2018, to provide a start-up grant at the level of Rs.3.00
lakh in Social Sciences, Humanities and Languages and Rs.6.00 lakh in Sciences and
Technology to teachers and other non-vocational academic staff to take up research
immediately after their appointment.
Further, UGC has also framed the guidelines for empanelment of Adjunct-
Faculty in Universities and Colleges. These guidelines enable higher educational
institutions to access the eminent teachers and researchers who have completed their
formal association with University/College, to participate in teaching, to collaborate and
to stimulate research activities for qualify research at M.Phil. and Ph. D. levels, and to
play mentoring and inspirational role.
Clause 4.1 of UGC (Minimum Qualifications for Appointment of Teachers and
other Academic Staff in Universities and Colleges and other Measures for the
Maintenance of Standards in Higher Education) Regulations provides for qualification
for appointment of Assistant Professor. At present, there is no active proposal in the
UGC to provide exemption in eligibility norms for appointments in universities
