Question : UNAUTHORISED CONSTRUCTIONS



(a) whether the Government has taken any action against the Municipal Corporation of Delhi (MCD) officiaIs responsible for allowing unauthorised constructions in the National Capital Territory (NCT) of Delhi;

(b) if so, the details thereof during each of the last three years;

(c) the number of officials continuing in service after action was taken against them for allowing unauthorised constructions along with the reasons therefor; and

(d) the reaction of the Government in this regard?

(a) & (b): Yes, Madam. The Vigilance Department of North, South and East Delhi Municipal Corporations came into existence in September, 2012, consequent upon trifurcation of MCD. Thereafter, in North DMC 35 officials/officers have been found guilty for unauthorised constructions and proceeded in 19 RDA cases.
In South DMC, 15 officials have been found responsible for unauthorised constructions and proceeded departmentally in 9 RDA cases.
In East DMC, 43 officials have been found responsible for unatuhrised constructions and proceeded departmentally in 20 RDA case.
The year-wise details of action taken against the delinquent officials involved in unauthorised construction is at Annexure-‘A.’

(c) & (d): No official has been removed from service till date for allowing unauthorised constructions from North and South DMCs.

As regards East DMC two officials have been dismissed from service in 2013 in two old cases. Penalty other than dismissal/removal from service/ compulsory retirement has been imposed on the officials involved in two conducted cases and the inquiry is in process in the remaining cases.
