Question : SOCIAL SECTOR SCHEMES



(a) the physical and financial targets fixed for the schemes under the social sector during the Tenth Five Year Plan;

(b) whether the achievements made so far thereunder are commensurate with the targets; and

(c) if not, the remedial steps proposed to be taken by the Government in this regard?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (c) OF LOK SABHA STARRED QUESTION NO. 414 REGARDING SOCIAL SECTOR SCHEMES BY SHRI RAJIV RANJAN SINGH `LALAN` DUE FOR ANSWER ON 21.12 2005.

(a): The physical targets for the social sectors in the Tenth Five Year Plan are as under:


(i) All children in School by 2003; all children to complete 5 years of schooling by 2007.

(ii) Increase in Literacy rates to 75 percent within the Plan Period.

(iii) Reduction of gender gaps in literacy and wage rates by at least 50% by 2007.

(iv) Reduction in Infant Mortality Rates (IMR) to 45 per 1000 live births by 2007 and to 28 by 2012.

(v) Reduction in Maternal Mortality Rate (MMR) to 2 per 1000 live births by 2007 and to 1 by 2012.

(vi) Reduction in decadal rate of population growth between 2001 and 2011 to 16.2 per cent.

(vii) All villages to have sustained access to potable drinking water within the Plan Period.



Corresponding indicative financial allocations provided in the Tenth Five Year Plan document are Rs. 30,000/- crore for D/o Elementary Education & Literacy; Rs. 37,153 crore for M/o Health & Family Welfare and Rs. 14,200 crore for D/o Drinking Water Supply.

(b) & (c): The performance of the schemes including those of the Social Sector have been examined in the Mid-Term Appraisal of the Tenth Five Year Plan and the road map for achieving the set targets have also been mentioned in detail in the Mid-Term Appraisal of the Tenth Five Year Plan, copies of which have already been placed in the Parliament Library.
