Question : Maintenance of National Highways

(a) the total length of completed NH roads under use in the country as on date; \

(b) whether the Government has received proposal for repairing of National Highways, if so, the details thereof;

(c) the funds allocated, released and expenditure incurred by National Highways Authority of India (NHAI) for the maintenance of National Highways in the country during each of the last three years;

(d) whether maintenance and repairing has been awarded to private companies/agency(ies) and performance reviewed on regular intervals, if so, the details thereof; and

(e) whether the manpower resources and the institutional mechanism available in States/UTs are proposed to be sought for maintenance of National Highways in the country, if so, the details thereof and if not, the reasons therefor?

(a) The total length of National Highways roads in the country as on October 2016-17 is 103613 km.

(b) 201 nos. of proposals amounting to Rs 1351.16 Cr have been received for repairing of National Highways in the country in the current financial year 2016-17.

(c) Details of fund received & expenditure made on maintenance of National Highways by National Highways Authority of India (NHAI) during last three years is as under :

* Note:- Extra amount is made available by NHAI earnings like toll, etc.

(d) Repair & maintenance is carried out by Operation & Maintenance contractors/BOT concessionaires. In stretches under implementation, the maintenance is carried out by the contractor/concessionaire as part of their obligations in the contract. Stretches entrusted to NHAI but where work is yet to start are maintained either directly by NHAI or through state PWD. Where concessionaire fails to repair roads as per concession agreement, NHAI undertakes repairing work at risk and cost of the concessionaire. The performance of the agencies are monitored as per provisions in the Contract Agreement.

(e) No Madam. The sufficient manpower resources are available with State PWD and NHAI for maintenance of highways .
