(a) whether National Highways Authority of India (NHAI) has black-listed more than 20 domestic and
foreign companies for dragging the Golden Quadrilateral Highways Projects;
(b) if so, the names of such firms and the projects delayed by each of the companies; and
(c) the action taken against these companies/non-performing contractors?

(a) National Highways Authority of India (NHAI) has identified 17 contracting firms (nine Indian and eight foreign)
as non-performing contractors on the basis of review of their performance for implementation of projects awarded
to them.
(b) The names of non-performing contractors alongwith the projects delayed by each of them are given at
Annexure-I.
(c) The non-performing contractors are liable for penalty in form of liquidated damages for delay stipulated in the
civil work contract (at specified percentage @ 0.05% of contract value per day subject to maximum 10% of the
contract value).This penalty is for the delay because of reasons attributable to the contractors which also include
non-performing contractors.
NHAI has criteria for judging the non-performing contractor(s) and as a policy non-performing contractors do not
pre-qualify for award of any future contract in NHAI till their performance improves in course of subsequent review.
