Question : Shortage of Staff in ASI

(a) whether his Ministry and other departments and bodies under its control are facing a shortfall of manpower against their respective sanctioned strengths and if so, the details thereof;

(b) whether the paucity of manpower has impacted the resolve of the Archaeological Survey of India (ASI) to maintain and protect the heritage sites and buildings of national importance and if so, the details thereof and the reason therefor;

(c) the short term and long term measures taken by the Government to increase the manpower and the outcome thereof;

(d) the time by which the vacancies are likely to be filled up; and

(e) the number and other details of the contractual staff engaged by the Ministry and its Autonomous Bodies during the last three years and the financial outgo due to the same, year-wise?

STATEMENT REFERRED TO IN REPLY TO PART (A) TO (E) OF THE LOK SABHA STARRED NO. *304 FOR 8.8.2016 REGARDING SHORTAGE OF STAFF IN ASI

(a) Yes, Sir. Details are given as Annexure I .

(b) Monuments of national importance are protected, preserved and conserved adequately by the manpower, including the technical and outsourced personnel, available at the disposal of Archaeological Survey of India (ASI). No monument of national importance has been neglected or defaced for want of adequate manpower.

(c) Necessary steps are taken to ensure that the functioning of the organisations is not affected for want of adequate manpower. The process of filling up of vacant posts is continuous and dynamic in nature. Periodical review of vacancies resulting from retirement, resignation, death etc., is carried out and suitable action for filling up of vacancies is taken up with recruiting agencies from time to time.

(d) Steps are taken to fill up vacancies arising in the different Organisations of Ministry of Culture from time to time by holding timely meetings of the Departmental Promotion Committee and by constantly taking up with recruitments agencies, such as, Union Public Service Commission and Staff Selection Commission. Steps are also taken to expeditiously finalise the framing/amendments of recruitment rules to facilitate speedy filling up of vacancies.

(e) The number and details of contractual staff engaged by the Ministry and its Autonomous Bodies during the last three years and the financial outgo due to of the same, year-wise is as per statement attached at Annexure-II.
