Question : Setting up of Petrol Pumps

(a) the details of petrol pumps allotted to different categories of people including Company Owned Company Operated (COCO) in the country by various Oil Marketing Companies (OMCs) during the last three years along with the norms and criteria/ policy prescribed for allotment of petrol pumps, category/ OMC/State/UT-wise including Madhya Pradesh;
(b) the number of petrol pumps which are directly operated by OMCs as on date, along with direct investments of OMCs involved in such petrol pumps OMC/State/ UT-wise including Uttar Pradesh;
(c) whether the Government has received complaints/ taken note of Company Owned Company Operated (COCO) petrol pumps being operated by the relatives of OMCs officials and if so, the details thereof along with the investigation, if any, conducted by the Government to check such irregularities and action taken against the officials involved in the said nexus, OMC-wise;
(d) the number of petrol pumps allocated by OMCs on various Highways in Karnataka pending for clearance from the Ministry of Environment, Forests and Climate Change along with the efforts made by the Government to get NOC in this regard; and
(e) whether petrol pump allotted to the candidates who were interviewed during the said period have not been functional so far and if so, the details thereof and the steps taken/being taken in this regard, State/UT/ OMC-wise?

(a) - Details of State/UT/OMC-wise number of Petrol Pumps allotted under different categories during the last three years are given at Annexure-I. Norms/Criteria/Reservation Policy for allotment of Retails Outlets are given at Annexure-II.

(b) - The State/UT/OMC-wise number of Petrol Pumps directly operated by Oil Marketing Companies (OMCs) are given at Annexure-III. OMCs have informed that for Petrol Pumps directly operated by them, the land procurement (purchase or lease) and development of Petrol Pump are made by them. The investment for this purpose varies from location to location depending on the land cost and cost of facilities on the basis of sales potential and Class of market.
(c) - Oil Marketing Companies (OMCs) have informed that they have not received any complaint regarding Company Owned Company Operated (COCO) Petrol Pump being operated by the relatives of OMC officials.
(d) - OMCs have informed that they do not have any Petrol Pump pending for commissioning in various Highways in the State of Karnataka due to pending clearance from Ministry of Environment and Forests.
(e) - The State/UT/OMC-wise details of Petrol Pumps allotted and pending for commissioning as on date are given at Annexure-IV. OMCs have informed that allotment/setting up of Petrol Pumps involves various steps like advertisement, interviews/selection of dealers, field verification of credentials, issue of LOI, procurement of land, obtaining necessary statutory approvals, construction etc. The materialisation of allotment/commissioning of the Petrol Pumps after advertisements are fulfilled over a period of time. Obtaining NOC and other statutory approvals normally take a period of 6 months to 1 year. However, in case of Petrol Pumps on National Highways, the time period may be longer. Upon obtaining all statutory approvals construction of Petrol Pump is taken up and thereafter Petrol Pump is commissioned. Regular follow up are maintained with statutory authorities for expeditious clearance of various approvals required for setting up of Petrol Pumps.
