Question : CRIME AGAINST PEOPLE FROM NORTH EAST



(a) whether crime and racial abuse against people hailing from the North-Eastern Region (NER) are on the rise in the country;

(b) if so, the details thereof and the number of such cases reported, accused arrested, convicted, cases solved/unsolved and the action taken against the guilty persons during each of the last three yearsand the current year, State- wise including the NCT of Delhi;

(c) whether the Government has implemented all the recommendations made by the M.P. Bezbaruah Committee, if so, the details thereof and if not, the reasons therefor along with the corrective steps taken to implement all the recommendations;

(d) whether the Government has any proposal to bring in a legislation on the recommendations of the said Committee relating to concern of North-Eastern people and if so, the details thereof; and

(e) the steps taken by the Government to conduct a study to assess the reasons behind such cases and make amendment in relevant law in this regard along with the details of advisories/guidelines issued to the States and police departments to stop such cases in future?

(a) to (e): As per information, 29 cases have been registered with Delhi Police by citizens from North Eastern Region for the crimes committed against them in the current year, upto 15th Feb., 2015. No such crimes are registered in Bangalore and Gurgaon in the year 2015. Details of cases registered by citizens from North Eastern Region for the crimes committed against them during the last three years in Delhi, Bengaluru and Gurgaon is as follows :-

In many cases, accused have been arrested, charge sheeted and also convicted.

In order to contain recurrence of such incidents, the Government has directed the security infrast- ructure to take stringent measures. Several initiatives have been taken by the States including setting up of special units to reach out to the NE people. Advisories have been issued to all States and UTs on 14th May, 2012, 3rd June, 2013, 10th May, 2013 and 5th Feb., 2014 directing them to have a stringent mechanism to deal with the incidents of attacks on citizens from North- Eastern States. The State Governments and union Territories are taking all necessary security measures to strictly follow the directions given in the advisories.

In order to deal with the concerns of the people hailing from the North Eastern States living in different parts of the country, especially in the Metropolitan cities, a Committee was constituted in February 2014 under the chairmanship of Shri M.P. Bezbaruah, Member, North Eastern Council and other members to suggest suitable remedial measures which could be taken by the Government. Recommendations made by the Committee are legal measures, special police initiatives for safety and security of North Eastern people living in Delhi, NCR and other parts of the country, educating people about the North East and addressing their grievances of accommodations etc. The recom- mendations have been accepted and are at various stages of implementation.
