NATIONAL CONSERVATION POLICY

Will the Minister of CULTURE be pleased to state:

(a) whether the Archaeological Survey of India is still observing John Marshall guidelines for preservation of monuments which are 90 years old and if so, the reasons therefor;
(b) whether the Government has formed a Committee of experts to help the Archaeological Survey of India to draft the National Conservation Policy for monuments and archaeological sites;
(c) if so, the terms of reference and composition of the Committee and whether it has submitted its recommendations to the Government;
(d) if so, the details thereof and the steps taken by the Government to implement the recommendations of the Committee; and
(e) the time-frame set by the Government to formulate a National Conservation Policy for monuments?

STATEMENT REFERRED TO IN REPLY TO PART (a) TO (e) OF THE LOK SABHA STARRED QUESTION NO. 316 FOR 21.12.2015.



(a) Yes Madam, the John Marshall’s guidelines for preservation of monuments are still relevant and followed by the Archaeological Survey of India (ASI). In addition National Policy for Conservation of Ancient Monuments, protected by the ASI along with the guidelines in the International Charters recognized by the UNESCO are also followed.

(b)
to
(e) A multidisciplinary Committee was constituted to prepare National Policy for Conservation of the Ancient Monuments, Archaeological Sites and Remains protected by the ASI. The terms of reference of the Committee are given in annexure-I. The composition of the Committee is given in annexure-II.

The main features of the policy prepared by said Committee are conservation principles, approach, encouragement of traditional skills and crafts, capacity building, outreach programmes, visitor management, illumination, community participation, disaster management etc.
The National Conservation Policy has already been approved and being followed by the ASI since March, 2014.

TERMS OF REFERENCE OF THE COMMITTEE CONSTITUTED FOR PREPARATION OF NATIONAL CONSERVATION POLICY.

The members including Chairman and convener shall be provided with the following:-

- Requisite logistic support and a fee of Rs.1000/- per day to each member for sittings of the committee.

- Member may be allowed to claim Airfare (Economy class)/A-C II tier journey for attending the meeting.

- Local transport: Rs.400/- or as per actuals on production of receipt.

- Experts/members in Government services & working in universities may be paid TA/DA as per eligibility/entitlement.

- Necessary arrangement shall be made for accommodation of outside experts for their stay during the meeting days.

- Requisite arrangement will be made for field inspections by members.


Mandate of Expert Committee:-

- To help Archaeological Survey of India to prepare the conservation policy and guidelines for conservation, preservation and maintenance of protected monuments.

- Review of conservation manual & archaeological work code.

- To incorporate best international practices in conservation for the conservation policy.

- Devising conservation principles for protected monuments.
