(a) whether the Government has dissociated itself from Indian Council for Child Welfare (ICCW) annual national bravery award;
(b) if so, the reasons therefor;
(c) the total grants released to ICCW during last three years; and
(d) the steps taken by the Government to check financial embezzlement of funds by ICCW?

(a) Yes, sir.
(b) In light of the observation made by Hon’ble High Court of Delhi in Writ Petition (Civil) 11116/2015 in the matter of Nina P Nayak and others vs. Registrar of Societies, filed against the functioning of Indian Council for Child Welfare (ICCW), the Ministry had dissociated from ICCW.
(c) No grants have been released to ICCW during the last three years.
(d) The Hon’ble High Court of Delhi, vide order dated 14.03.2016 and 24.05.2016 in Writ Petition (Civil) No. 11116 of 2015 in the matter of Nina P Nayak and others vs. Registrar of Societies, constituted a three member committee under the Chairpersonship of JS&FA, WCD with directions that all the Central Government funds shall be released and spent only on the directions and under the supervision of the Three Member Committee.
In pursuance of the directions of Hon’ble High Court of Delhi, an internal inquiry was undertaken against ICCW to ascertain the role of its officials.
The Ministry had requested ICCW to refund the balance of Rs.83,99,852/- and Rs.2,19,70,197/- remaining unspent with ICCW State Councils for the Financial Year 2014-15 and 2015-16 respectively and Rs.5,44,002/- remaining unutilized with ICCW for the year 2015-16, along with interest at the rate of 10% per annum. The Ministry, vide letters dated 17.01.2019, 12.02.2019, 22.03.2019 and 08.04.2019 had requested the DCP/SHO, Parliament Street Police Station to file an FIR against ICCW for embezzlement of funds released to them under the National Crèche Scheme. Accordingly, FIR was filed against ICCW on 08.04.2019.
