(a) & (b) DeendayalAntyodayaYojana – National Rural Livelihoods Mission (DAY-NRLM) is being implemented since 2011 with the objective of organizing the rural poor women into Self Help Groups (SHGs), and continuously nurturing and supporting them to take economic activities till they attain appreciable increase in income over a period of time to improve their quality of life and come out of abject poverty. The programme intends to reach out to about 9-10 crore rural poor households .The programme is being implemented in all the States and Union Territories, except Delhi and Chandigarh.
The Mission seeks to achieve its objective through investing in four core components viz., (i) social mobilization and promotion of sustainable community institutions of the rural poor Self Help Groups (SHGs), Village Organisations (VOs), Cluster Level Federations (CLFs)] (ii) financial inclusion (iii) sustainable livelihoods and (iv) access to entitlements.
Under DAY-NRLM, sub-schemes like MahilaKisanSashaktikaranPariyojana (MKSP), Start-up Village Entrepreneurship Programme (SVEP), AajeevikaGrameen Express Yojana (AGEY), DeenDayalUpadhyaya - GrameenKaushalyaYojana (DDU-GKY), Rural Self Employment Training Institutes (RSETIs) and the National Rural Economic Transformation Project (NRETP) are being implemented for supporting the rural poor households for enhancing the income on sustainable basis. Within the ambit of the mission, SHG members are being facilitated for promotion of sustainable livelihoods, so that they may reach an aspirational goal of having minimum of a lakh rupee as annual income.
(c) The year-wise and State/UT-wise details of the number of rural poor households covered under DAY-NRLM including Odisha since its inception till 2021-22 (Feb’22) is given at Annexure-I.
(d) The yearwise and State/UTs wise details of the central funds allocated, released and utilised under DAY-NRLM during the last three years is given at Annexure-II.
(e) Yes sir. The Ministry of Rural Development has commissioned several impact evaluation studies to understand the overall impact of the DeendayalAntyodayaYojana-National Rural Livelihoods Mission (DAY-NRLM).
An impact evaluation study of DAY-NRLM was conducted during 2019-20 by the International Initiative for Impact Evaluation (3ie) with the support of the World Bank. The assessment covered 9 states with around 27,000 respondents and 5,000 Self Help Groups (SHGs) across Bihar, West Bengal, Odisha, Jharkhand, Madhya Pradesh, Chhattisgarh, Maharashtra, Rajasthan and Uttar Pradesh. The evaluation indicates that an additional exposure to the Mission for 2.5 years led to:
i. Increase in income by 19% over the base amount.
ii. Decline in share of informal loans by 20%.
iii. Increase in savings by 28%.
iv. Improved labour force participation - proportion of females reporting secondary occupation is higher (4%) in treatment areas.
v. Improved access to other Schemes - Significant increase in number of social schemes availed by treatment households (6.5% higher over the base value of 2.8 schemes).
