Question : Housing for All


(a) the details and present status of scheme relating to housing for all by 2022,State-wise;

(b) whether the Government has rolledout various measures to boost the real estate sector in the last three years and ifso, the details thereof;

(c) the details and total number of houses constructed and distributed amongthe needy people in the last three years, State and year-wise; and

(d) the total funds spent on the scheme till date, State and year-wise?

Answer given by the minister

(a), (c) & (d): Ministry of Housing and Urban Affairs (MoHUA) is implementing Pradhan Mantri Awas Yojana (Urban) [PMAY(U)] since 25.06.2015 for addressing the housing requirement in urban areas. States/Union Territories (UTs) have undertaken demand survey under the Scheme for assessing actual demand of housing. The validated demand reported by States/UTs so far is around 112 lakhs.

Based on the project proposals received from States/UTs, total 93,00,949 houses have so far been sanctioned under the Scheme; out of this, 55,40,801 are at various stages of construction and 28,06,465 are completed/delivered. Central assistance of Rs. 1,45,948.68 crore has been approved and Rs. 57,895.76 crore have so far been released to the States/UTs. State/UT-wise details are at Annexure-I.
A total 22,74,605 houses have been constructed and occupied by the beneficiaries under the scheme during the last three years. State/UT and year-wise details are at Annexure-II.
Central Assistance of Rs. 57,895.77 Crore has been released to the States/UTs so far. State/UT and year-wise details are at Annexure-III.

(b): The following measures have been taken by the Government to boost real estate sector in the last three years:

i. The Real Estate (Regulation and Development) Act-2016, has been enacted to ensure transparency, promotion and regularisation of the real estate sector.

ii. Goods and Service Tax (GST) has been reduced from 8% to 1% [without Input Tax Credit (ITC)] for Affordable Housing and 12% to 5% (without ITC) for other housing projects.
iii. The Benefit under Section 80-IBA of Income Tax Act has been extended to the Affordable Housing Projects approved till 31st March, 2020.

iv. The limit of carpet area has been increased from 30 to 60 square meters in Metropolitan regions and 60 to 90 square meters in non-Metropolitan regions for affordable housing unit valued upto Rs. 45 lakh.

v. The limit of interest deduction on home loan has been increased from Rs 2 lakh to Rs. 3.5 Lakh for interest paid on home loans availed w.e.f. 1st April, 2019 upto 31st March, 2020 for purchase of affordable houses valued upto Rs. 45 lakh.
