Question : Computers Provided under RGSA

(a) whether the large number of computers provided by the Government to Gram Panchayats under Rashtriya Gram Swaraj Abhiyan and are not being utilised by them;
(b) if so, the details thereof and the total number of computers provided by the Government to Gram Panchayats under this scheme till now, State-wise including the State of Haryana;
(c) whether the Government has identified the reasons for lying idle of computers purchased under centrally sponsored scheme; and
(d) if so, the details thereof and the action taken by the Government in this regard?

(a) to (d) Funds for computers have not been provided by the Government to Gram Panchayats under the scheme of Capacity Building-Panchayat Sashaktikaran Abhiyan (CB-PSA)/ Rashtriya Gram Swaraj Abhiyan (RGSA) during 2016-17 & 2017-18. However, under the erstwhile scheme of Rajiv Gandhi Panchayat Sashaktikaran Abhiyan (RGPSA) which was implemented during 2012-13 to 2015-16, financial assistance was provided to States/UTs upto 2014-15 for computers and peripherals for Gram Panchayats (GPs) which had building and internet connectivity, but no computers. The details regarding number of computers procured under the erstwhile scheme of RGPSA by States/UTs, including the State of Haryana, is given at Annexure. Government of Haryana has informed that some computers are unutilised due to inadequate strength of Gram Sachivs who have passed the basic computer course. Haryana Institute of Rural Development has signed MoU with HARTRON for imparting training to Panchayat functionaries including Gram Sachivs.
