Answer given by the minister

MINISTER OF LAW, JUSTICE AND COMPANY AFFAIRS AND SHIPPING (SHRI ARUN JAITLEY)

(a)to(c):The Supreme Court in Civil Appeal No.1071 of 2001, has suggested, ` It is worth considering whether a cell can be set up in each of such High Courts where the piles of backlog are a stirring problem, to pick out such cases to be brought to the notice of the Chief Justices of High Court concerned so that he could take appropriate steps in the matter.`

Thus, it is for the High Courts to take neccesary action.

(d)&(e): No time frame can be fixed to clear the pending cases.
