Question : Monitoring Mechanism in Cities


(a) whether the Government has approved projects worth Rs 776 crore to remediate 253 lakh metric tonnes of waste spanning 186 acres of land across Delhi;

(b) if so, the details thereof;

(c) whether the Government has proposed to deploy an independent agency to study the monitoring mechanisms carried out in cities including at Delhi and share the best practices of incorporating high-quality monitoring at sites;

(d) if so, the details thereof;

(e) the progress made in the remediation of the three legacy dumpsites in Okhla, Ghazipur and Bhalswa areas under the Municipal Corporation of Delhi; and

(f) the other steps being taken by the Government in this regard?

(a) & (b) : Ministry of Housing and Urban Affairs (MoHUA) has approved the projects of Rs. 776 Crores received from Delhi Government for remediation of three dumpsites in Municipal Corporation of Delhi (MCD) under the Swachh Bharat Mission (SBM) Urban 2.0. As per SBM-U 2.0 operational guidelines Rs. 621 Crores, i.e. 80% of Rs.776 Crores, will be the central assistance and matching share of Rs. 155 Crores, i.e. 20% of total approved project cost, shall be provided by Delhi Government. Rs. 174 Crores has already been released on 28th March, 2022 as first instalment.

(c) & (d) : A third party has been assigned to compile the best practices of dumpsite remediation carried out in different cities. This compilation will cover different aspects of remediation like measurement of quantity, tendering and remediation process, monitoring mechanism etc. This compilation of best practices shall act as ready reckoner and will provide better understanding to Urban Local Bodies (ULBs) to adopt such practices while carrying out dumpsite remediation in the cities.
