Question : Utilisation of Funds under PMGSY

(a) whether the funds have been released under Pradhan Mantri Gram Sadak Yojana to the States of Telangana and Andhra Pradesh during the year 2019 and if so, the details thereof;

(b) whether these funds have been utilised by these States completely or left unutilised and if so, the details thereof;

(c) whether the State Governments have submitted utilisation certificates in this regard and if so, the details thereof;

(d) the reasons for non-utilisation of the left over funds by Telangana and Andhra Pradesh;

(e) whether the Government has identified any deviation of funds for other purposes and if so, the details thereof; and

(f) the steps being taken by the Government on such deviation?

(a): The details of funds released to the State of Telangana and Andhra Pradesh during the Financial Year 2019-20 are as under:-

* Inclusive Rs. 193.53286 crore under Road Connectivity Project for Left Wing Extremism Affected Area (RCPLWEA) to the State of Andhra Pradesh.

^ Inclusive Rs. 83.165 crore under Road Connectivity Project for Left Wing Extremism Affected Area (RCPLWEA) to the State of Telangana.

The funds have been released in December, 2019/January, 2020 for AP & Telangana respectively.

(b) to (f): As reported by State Government of Andhra Pradesh and Telangana, the funds released by Government of India (GoI) are credited to State consolidated Account of the respective State Governments. The State Governments of Andhra Pradesh and Telangana have not yet released the GoI funds and the corresponding State Share to Andhra Pradesh State Rural Roads Development Agency (APSRRDA) and Telangana State Rural Roads Development Agency (TSRRDA) account respectively. Hence, the above funds have not yet utilized. Utilization certificates have not been submitted to GoI which can be submitted only after release to the respective SRRDAs and utilization of funds by them. The Ministry constantly follows up such releases by State Government.
