(a): The stock of foodgrains including wheat and rice in Central Pool as on 01.07.2016 is 548.50 lakh MT and the buffer norms to meet the demand of foodgrains for Targeted Public Distribution System (TPDS)/ National Food Security Act (NFSA) and Other Welfare System (OWS) is 411.20 lakh MT as per 1st July, 2016. Thus there is no shortage of foodgrains.
The Government of India has approved creation of buffer stock of pulses for appropriate market intervention. For pulses, the Government of India has decided procurement target of 50,000 MT from Kharif crops of KMS 2015-16 and 1,00,000 MT from Rabi crops of RMS 2016-17. Against this, 50424.07 MT and 68,956.86 MT of Kharif and Rabi Pulses respectively were procured.
(b): The storage/warehouse facilities available for storage of foodgrains, State-wise is at Annexure-I
(c): Government of India has formulated Private Entrepreneurs Guarantee (PEG) Scheme for construction of storage capacity through Private Entrepreneurs, Central Warehousing Corporation (CWC), State Warehousing Corporations (SWCs) and other State Agencies with the objective of augmenting covered storage space in the country to reduce storage in cover and plinth and to create capacity for smooth Public Distribution System (PDS) operations and increased procurement operations.
Under this scheme, a capacity of 202.22 Lakh MT has been approved for construction of godowns in 20 States. A capacity of 134.54 Lakh MT has been completed as on 31.05.2016 and a capacity of 11.62 Lakh MT is under construction. State-wise details are at Annexure-II.
Under Plan Scheme, Government of India has approved augmentation of 2,92,730 MT capacity in North-Eastern States and 76,220.MT in other States during 12th Five Year Plan (2012-17). A capacity of 1,13,700 MT in North-East and 20,000 MT in other States has been constructed as on 31.05.2016.
Government has agreed the action plan for construction of 100 LMT silos across the country in a phased manner.
