(a) & (b): The Government has set up Office of the Development
Commissioner (Handicrafts) an attached office under the Ministry of
Textiles in order to ensure that the full benefits of the various
scheme reaches the artisans in the country. For promotion and Development
of handicrafts in the country, the Government is implementing
following six generic schemes :
i. Baba Saheb Ambedkar Hastshilp Vikas Yojana (AHVY)
ii. Design & Technology Up-gradation Scheme.
iii. Marketing Support Services Scheme.
iv. Research & Development Scheme.
v. Human Resource Development Scheme.
vi. Handicraft Artisans Comprehensive Welfare Scheme.
Under these schemes funds are not allocated state-wise . However
the funds are released to various implementing agencies viz. State
Handicrafts Corporations/Apex Societies/NGOs etc. The details of funds
released scheme-wise and state-wise to various implementing agencies
during the current financial year upto 15th March 2012 is per as
Annexure attached.
(c): The state-wise export figures of handicrafts products are
not maintained. However, the export of handicrafts including handmade
carpets & floor coverings for the last three years are as under:

The share of Export of Indian handicrafts (other than handmade carpets
and floor covering) in global market is less than 2% & the share of
Export of Handmade Carpets is more than 29% in the world market as per
the information provided by the Export Promotion Council for Handicrafts
& Carpet Export Promotion Council respectively.
(d): For promoting the art of weaving including âPatolaâ in Gujarat,
the Government of India has sanctioned 9 cluster projects to State of
Gujarat under Integrated Handlooms development Scheme for holistic and
sustainable development of geographical area covering 300 to 500 looms.
The Government of India has also provided financial assistance to the
State Government of Gujarat for registering the Patola under the
Geographical Indication of Goods Act, 1999.
(e): The steps taken by the Government to encourage Textiles
Manufacturers to enhance their production of textiles and handicrafts
products in the country include implementation of different schemes
viz. : i. Technology Upgradation Fund Scheme (TUFS) ii Group Insurance
Scheme, iii. Group Workshed Scheme iv. Integrated Powerloom Cluster v.
Scheme for Integrated Textile Park vi. Integrated Skill Development
Scheme vii. Development of Mega Cluster viii. Integrated Handlooms
Development Scheme ix. Handloom Weavers Comprehensive Welfare Scheme
x. Marketing & Export Promotion Scheme xi. Mill gate Price Scheme xii.
Diversified Handloom Development Scheme xiii. Baba Saheb Ambedkar
Hastshilp Vikas Yojana xiv. Design & Technology Up-gradation Scheme
xv. Marketing Support Services Scheme xvi. Research & Development Scheme
