Statement referred to part (a) to (e) in the Lok Sabha Starred Q.No.66 dated 22.11.2001 regarding setting up of Regional Cultural Centres.
(a) The Department of Culture implements a Scheme for setting up of Multi-purpose Cultural Complex in the States. Under the scheme financial assistance is provided on a matching basis in accordance with the terms and conditions of the scheme
(b) & (c) Financial assistance has been provided to 15 states so far, the details of which are as below;

the Expert Committee which examines the proposals. Thereafter a decision is taken by the Department as per their recommendations.

Ans. 50 :50 in the cost of construction, and after completion of the project, all recurring expenses are to be borne by the State Govt.
Q.No.10. Is the cost of land included in the matching share of the state ?
Ans. No, the land is to be provided by the state Government free of cost to the organization.

Thrust of the Question
Information has been sought on setting up of Regional Cultural Centres in each state. In this context, it is clarified that the Department of Culture does not directly set up any regional Cultural Centres in the States. However, the Department implements a scheme for Setting up of Multi-purpose Cultural Complexes under which financial assistance is provided to the Autonomous Organisation or Registered Society set up by the State Government.
The reply to the Question has been prepared on the above lines.
Details of the scheme for setting up of Multi-purpose Cultural Complexes
Under the scheme of `Setting up of Multi-purpose Cultural Complexes including those for children`, the concerned State Government approaches the Government of India with a detailed project report including preliminary item-wise estimates, time phasing of implementation, staff requirements, functions of the proposed complex , spread and coverage etc.
While selecting the projects under the grant, the Government of India studies the existing culture scheme in the concerned state and if such a cultural complex already exists in the state whether it is part of the state machinery or autonomous, the duplication work is avoided and no grant is sanctioned.
The commitment of the Central Government is only for the part payment for the construction of the Complex . The recurring liabilities are to be borne by the Society/ State Government.
TERMS AND CONDITIONS FOR FINANCIAL ASSISTANCE UNDER THE SCHEME
(i) Objectives of setting up of multi-purpose cultural complexes in the states should be clearly defined. It must aim to promote, disseminate & support excellence in creative arts, literature etc.
(ii) The grant is only to Autonomous Organisations or Registered Societies to be set up by the State Governments .
(iii) The complexes need not necessarily be set up at the Capital cities of the State but also could be located at places where such facility is not available.
(iv) The complexes should necessarily have facilities like (a) Art Gallery to exhibit the arts of local artists (b) Restaurant (c) a library of music (d) a theatre of 300-500 persons capacity (e) an open air theatre of upto 500 capacity (f) Work shop for producing its own shows (g) space for travelling exhibitions (h) Seminar rooms and (I) Library.
(v) The maximum grant which could be given to one State is Rs.1.00 crore (Rupees one crore) from the scheme, provided that 50% of the expenditure is met by the State Govt. (Special dispensation was made for Karnataka where Rs.1.40 crores were provided for 2 Cultural Centres at Hassan and Bellary.
(vi) Land should be provided by the State Government free of cost of the autonomous body set up by the State Government .
(vii) It should be ensured that full autonomy is given to the Autonomous Executive Board, General Council, Finance Committee etc. having eminent artists as its members with a representative each of Central and State Government in each of those bodies.
(viii) State Government should give an undertaking in the beginning itself that they will provide necessary funds to the Autonomous Bodies for its day-to-day activities/ running the Complexes.
(ix) All the beneficiary institutions/organisations under the scheme are required to send their progress report with in six months of the sanction of the grant and subsequently for every three months.
Zonal Cultural Centres:
Seven Zonal Cultural Centres were set up by the Government in 1980s for creative development of Indian Culture in various regions. These are;
1. North Zone Cultural Centre
2. South Zone Cultural Centre
3. South Central Zone Cultural Centre
4. North East Zone Cultural Centre
5. West Zone Cultural Centre
6. East Zone Cultural Centre
7 North Central Zone Cultural Centre
The essential trust of these Centres has been to create a cultural awareness among people and to propagate various art forms of the zones. Plan funds are also provided to these centres for undertaking inter-zonal exchange programmes. The Budget Provision for 7 zones for 2001-02 is Rs.5.25 crores.
Scheme for Building Grants: To promote infrastructures development of Cultural Complexes in different States, the Department of Culture also implement the scheme for providing financial assistance towards buildings and purchase of equipments. This assistance is provided to Voluntary Cultural Organisation, excluding these run by local bodies, Municipalities and State Government. The maximum assistance provided under the scheme is Rs.15 lakh for the construction of building and Rs.2.5 lakhs for purchase of equipments. The details of the grants for the previous three years are as follows;
