Question : Pradhan Mantri Shram Yogi Maan Dhan Yojana

(a)the total number of people enrolled under the Pradhan Mantri Shram Yogi Maan Dhan Yojana (PMSYM), the total amount of contributions received, State-wise;
(b)whether the Government intends to take further measures for the welfare of workers in the unorganised sector, if so, the details thereof and if not, the reasons therefor;
(c)whether the Government has launched the pension scheme for the unorganised sector workers namely PMSYM last year and has received lukewarm response so far;
(d)whether it is a fact that limited number of unorganised workers has got enrolled under this scheme till now;
(e)if so, the details thereof, State-wise and the actions taken by the Government to achieve its target of covering 10 crore unorganised workers under this scheme;
(f)the number of beneficiaries enrolled under PMSYM scheme, which provides an assured monthly pension of Rs. 3000 at 3.13 lakh common service centres in Kerala during the financial year 2019-20 so far; and
(g)the number of such centrally funded schemes that are operational in Kerala and its details?

(a) to (g): The total Number of beneficiaries enrolled under Pradhan Mantri Shram Yogi Maan-dhan (PM-SYM), across the country as on 25.02.2020 is 42,06,439, including the bulk enrolments of 506603. The number of people enrolled and the total amount of contribution under the Pradhan Mantri Shram Yogi Maan-dhan (PM-SYM) is attached in Annexure .

In order to provide social security benefits to the workers in the unorganised sector, Government enacted the Unorganised Workers’ Social Security Act, 2008. This Act stipulates formulation of suitable welfare schemes for unorganised workers on matters relating to: (i) life and disability cover, (ii) health and maternity benefits, (iii) old age protection and (iv) any other benefit as may be determined by the Central Government. Life and disability cover is provided through Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) and Pradhan Mantri Suraksha Bima Yojana (PMSBY) to the unorganised workers depending upon their eligibility. The health and maternity benefits are addressed through Ayushman Bharat scheme. Old age protection is addressed through the PM-SYM.
State Governments have been required to identify the beneficiaries and motivate them to enroll under the scheme. All State/UT Governments have also been requested for popularizing and bringing more awareness about the Scheme. The progress of the Scheme is also reviewed regularly in the Ministry at senior level with State/UT Governments, for taking initiatives under Mission Mode.
The total number of enrolments under PM-SYM in Kerala as on 25-02-2020 are 9371.
Health Care facilities are provided to Beedi, Cine and Non coal Mine Workers and to their families through 10 Hospitals and 286 Dispensaries located across the country, including Kerala. Under this Scheme, reimbursement of expenditure as per the ceilings fixed, will be made for specialized treatment taken under Government recognized Hospitals in case of critical diseases like cancer, Tuberculosis, Heart diseases, Kidney transplantation, Hernia, appendectomy, ulcer, gastro diseases and prostrate diseases.
