Question : Digital India Programme


Will the Minister of ELECTRONICS & INFORMATION TECHNOLOGY be pleased to state: -

(a). the present status of Digital India Programme along with the success achieved by the Government against the target set thereunder and the funds allocated by the Government in this regard, State/UT-wise including UP and NER;
(b). whether the Government has conducted any study to assess the role played by Governments‘ Digital Initiative in empowerment of people and if so, the details and the outcome thereof;
(c). whether the Government has conducted any study to measure the extent of adoption of digital technologies by the rural masses in the State of Uttar Pradesh and NER and if so, the details and the outcome thereof; and
(d). the increase in digital penetration and usage of e-Government tools in the last three years in the State of Uttar Pradesh and NER, State/UT,-wise?

): The Ministry of Electronics and Information Technology (MeitY), Government of India has initiated the ‘Digital India’ programme with the vision to transform India into a digitally empowered society and knowledge-based economy by ensuring digital access, digital inclusion, digital empowerment and bridging the digital divide. Several schemes/projects are being implemented under Digital India programme for providing e-services to all the citizens across the country. The present status of some of the key initiatives undertaken by MeitY under Digital India programme is as follows:

• Aadhaar: Aadhaar provides 12 digit biometric and demographic based identity that is unique, lifelong, online and authenticable. Further to give statutory backing to Aadhaar ‘The Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016’ was notified on 26th March 2016. Over 128+ crore residents have been enrolled.
• Common Services Centre (CSC): The Common Services Centres are service (Government to Citizen & Business to Citizen) delivery centres. So far, 3.73 Lakh Common Services Centres are functional including 2.78 lakh CSCs at Gram Panchayat levels.
• Digital Village: MeitY has also initiated the ’Digital Village Pilot Project” in October, 2018. 700 Gram Panchayats (GPs)/Village with atleast one Gram Panchayat/Village per District per State/UT are being covered under the project. The digital services being offered are Digital Health Services, Education Service, Financial Services, Skill Development, Solar panel powered street lights including Government to Citizens Services (G2C), Business to Citizen (B2C) Services.
• Digital locker: Digital Locker provides an ecosystem with collection of repositories and gateways for issuers to upload the documents in the digital repositories. So far, 5.5 crore registered user of DigiLocker. 426 crore authentic documents have been issued. 872 Issuers and 148 Requestor organizations have been on-boarded.

• National Rollout of eDistrict MMP: e-District is a Mission Mode Project (MMP) that aims at electronic delivery of identified high volume citizen centric services at the district or sub-district level. Total 3,870 e-District services have been launched in 705 districts across 33 States/UTs.
• Open Govt. Data Platform: Open Government Data (OGD) Platform is a platform for supporting Open Data initiative of Government of India. It intends to increase transparency in the functioning of Government and also open avenues for many more innovative usages of Government Data to give different perspective. Currently, 472,848 resources under 9,856 catalogs published by 175 Ministries/Departments & State/UTs.
• eHospital/ Online Registration System(ORS): Online Registration System (ORS) under eHospital includes online appointment and registration by new patients, viewing of lab reports, checking the status of blood availability and integration with payment gateway (PayGov). Till date, 36.56 lakh online appointments have been made in 260 Hospitals through ORS.
• NCOG- GIS Applications: National Centre of Geo-informatics (NCoG) project, is a GIS platform developed for sharing, collaboration, location based analytics and decision support system for Departments. So far, 516 applications across various domains are operational.
• Unified Mobile Application for New-Age Governance (UMANG): UMANG has been developed as a single mobile platform to deliver major Government services. About 20525 services from 219 departments(Central & States) are already available on UMANG platform.
• MyGov: MyGov is a first-of-its-kind citizen engagement platform for participatory governance in India. MyGov aims to facilitate a dialogue between citizens and Government, bringing citizens closer to the Government and bringing the Government closer to the citizens it serves, via this platform. Presently, over 1.51 crore users are registered with MyGov, participating in various activities hosted on MyGov platform.
• National Knowledge Network: The Objective of the NKN is to inter-connect all knowledge institutions across the country through high speed data communication network to encourage sharing of resources and collaborative research. These would cover about 1500 Institutions comprising of all Universities, Institutions of Higher Learning, and Research. A high speed data communication network has been established to interconnect Institution of higher learning, and research.1747 links to Institutions have been commissioned and made operational. 516 NKN links have been connected to NIC district centers across India. Rs. 4,450.10 cr have been released.
• Jeevan Pramaan: Digital Life Certificate for Pensioners scheme known as Jeevan Pramaan envisages to digitize the whole process of securing the life certificate. With this initiative, the pensioner is no more required to physically present himself or herself in front of disbursing agency or the certification authority. Over 4.46 Crore Digital Life certificates have been processed since 2014.
• Pradhan Mantri Gramin Digital Saksharta Abhiyaan(PMGDISHA): The Government has approved a new scheme titled “Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA)” to usher in digital literacy in rural India by covering 6 Crore rural households (one person per household). So far, more than 4.22 crore candidates have been enrolled under PMGDISHA. Training has been imparted to 3.44 crore candidates and out of this more than 2.51 crore candidates have been certified.
• BharatNet: BharatNet is an ambitious initiative to trigger a broadband revolution in rural areas. This project is being implemented by Department of Telecommunications. BharatNet aims to connect all the 2,50,000 Gram Panchayats in the country and provide 100 Mbps connectivity to all gram panchayats (GPs). So far, a total number of 1,51,431 Gram Panchayats (Including Block HQ) have been made Service Ready.
? Electronics Manufacturing
• Modified Special Incentive Package (M-SIPS): As on 5th February, 2021, 294 applications with proposed investment of approximately Rs. 81,085 crore have been approved; 17 applications with proposed investments of approximately Rs. 94,459 crore have been recommended by the Appraisal Committee for approval.
• Electronic Manufacturing Clusters (EMC): Under Electronic Manufacturing Clusters (EMC) Scheme, 19 Greenfield EMCs and 3 Common Facility Centres (CFCs) measuring an area of 3,464 acres with total project cost of Rs. 3,743 crore including Government Grant-in-Aid of Rs. 1,527 crore have been approved in 15 states across the country. 227 companies engaged in various electronics segments have booked space for setting up of their manufacturing facilities in these EMCs with projected investment of Rs. 35,641 crore. Out of which, 33 companies started production and about 70 companies have also commenced their construction activity and are various stage of implementation.

Digital India is an umbrella programme that covers multiple projects of various central Ministries/Departments & States/UTs. Each project has its own budgetary requirement and accordingly project-plan has been charted out by the implementing Ministry/departments and budget details are being maintained by concerned Ministries/Departments & States/UTs. However, budget allocated and utilised by MeitY under Digital India programme during last four years is as follows:

(b): MeitY has conducted third party evaluation for Electronic Governance scheme under Digital India Programme”. The study was initiated in January 2020 by the Centre for Innovations in Public Systems (CIPS), Hyderabad, Telangana and submitted final report in October, 2020. Driven through technology, e-Governance is transforming citizen services by providing access to information, integrating various systems and services between government and citizens, thereby empowering and enhancing citizen’s social, environmental and economic values. Following are the key findings of the study with respect to availing services online:
• Eighty-Eight percent of the sample beneficiaries (accessed any e-service) of the study indicated that the cost associated with availing services online has significantly reduced compared to the manual system. This implies a reduction in the costs related to the number of trips made, out-of-pocket expense per trip, abolition of intermediaries etc.
• Ninety-Two percent of the sample beneficiaries of the study indicated that ease of accessing services online has significantly improved. This may be attributed to the availability of wider range of service delivery channels (mobile, portal, kiosks etc.) and extended hours of availability of service at these channels.

(c) and (d): The Ministry of Electronics and Information Technology has not made any formal assessment to measure the extent of adoption of digital technologies in the state of Uttar Pradesh and NER. However, the statistics of e-transactions on e-Taal platform (https://etaal.gov.in/) gives an indication of increase in digital penetration and usage of e-Government tools in India. More than 622 crore e-transactions have been recorded for 3,949 services during the year 2020. Number of e-transactions during the last 3 years in the State of Uttar Pradesh and NER is as follows.
