Question : Chardham Project

(a) the total amount of funds spent for “Chardham” project during the last four years and the time by which the said project is likely to be completed;

(b) the details of the steps taken by the Government to safeguard the said project from natural disasters; and

(c) whether the Government has set up any mechanism for ensuring its quality and monitoring and if so, the details thereof?

STATEMENT REFRRED TO IN REPLY TO PARTS (a) TO (c) OF RAJYA SABHA STARRED QUESTION OF LOK SABHA STARRED QUESTION NO 66 FOR ANSWER ON 07.02.2019 ASKED BY DR. RAMESH POKHRIYAL “NISHANK” REGARDING CHARDHAM PROJECT.


(a) Madam, an expenditure of amount Rs1800 cr. has been incurred till date for the projects under Char Dham program. The original target date of completion of the program was March 2020. However, the program has been delayed due to litigation related to forest and environment clearance in various courts (NGT and Supreme Court) and the exact date of completion of the program depends upon final outcome of the same.

(b) The program inter alia aims at stabilization of landslide prone/sinking zones using various methods/technology such as construction of retaining structures with concrete retaining walls/ gabion wall/ random rubble masonry, drapery system, rock bolting, soil nailing, reinforced earth wall, bio-engineering measures including bio engineering measures / hydro seeding etc. These landslide protection measures will ensure smooth and safe traffic throughout the year.

(c) The project under Char Dham program has been taken up on Engineering Procurement Contract (EPC) mode of execution which is supervised by the Authority Engineer appointed for the projects for monitoring and ensuring quality of the construction of the projects. Besides, the projects are also monitored by the Ministry and supervised by the concerned implementing agencies of projects under Char Dham program i.e Public Works Department, Govt of Uttrakhand, Border Roads Organization and the National Highway Infrastructure Development Corporation Limited(NHIDCL).
