Question : Roadmap for Education and Skill Building in Aviation Sector

(a) whether the Government has laid down a roadmap for Education and Skill Building in Aviation Sector and if so, the details thereof;

(b) whether the Government has engaged any agency as consultant to conduct a comprehensive skill gap analysis and draw future roadmap for skill development in Civil Aviation Sector and if so, the details thereof;

(c) whether his Ministry has signed any Memoranda of Understanding for skill development and if so, the details thereof;

(d) the details of jobs identified by the National Skill Development Corporation in the Aviation Sector; and

(e) the other steps taken by the Government for skill development in the Aviation Sector?

(a): The Ministry of Civil Aviation has notified the National Civil Aviation Policy (NCAP) in 2016 which lays down a clear roadmap for "Aviation Education and Skill Building". The Ministry has also established India''s first National Aviation University to cater to the sector''s demand for education and skill building. The Indian Aviation Academy (IAA) functions as joint training academy of Airports Authority of India (AAI), Directorate General of Civil Aviation (DGCA) and Bureau of Civil Aviation Security (BCAS).;

(b): The Ministry had engaged an external agency in 2016 to undertake a comprehensive long-term skill gap analysis up to 2035 of the civil aviation sector and formulate a future roadmap for skill development in the sector. The study was conducted, inter alia among others, to gauge availability of competence skills across various segments of the sector, identification of skill gaps and preparation of roadmap for skill development in the sector.;

(c): A Memorandum of Understanding (MoU) was signed between the Ministries of Civil Aviation and Skill Development & Entrepreneurship on 20.11.2016 to establish a framework for collaboration on skill development, including the setting up of Skill Development Centres, Trade Facilitation Centres and Centres of Excellence.;

(d): A total of 72 job roles pertaining to aerospace and aviation sector have been identified by the Aerospace and Aviation Sector Skill Council (AASSC) and approved by National Skill Development Corporation (NSDC) for (i) Aerospace Design & Development, (ii) Aerospace Manufacturing & Assembly, (iii) Airline Operations, (iv) Airport Operations, Cargo and Ground Handling, and (v) Maintenance, Repair and Overhaul (MRO) sub-sectors.;

(e): The Ministry has taken a number of initiatives to meet the requirements of industry-ready workforce for the civil aviation sector which inter alia include (i) launch of a standard and an accelerated Aircraft Maintenance Engineering (AME) Apprenticeship Programme, (ii) Aviation Multi Skill Development Centres (AMSDCs) at Chandigarh and Mumbai supported by NSDC and AASSC, (iii) approval of 25 Aviation Security Training Institutions (ASTIs) by BCAS, (iv) approval of 43 AME Institutes and 32 Flying Training Organizations by DGCA, and (v) conduct of quarterly online examinations for pilots and AMEs by DGCA. Public Sector Enterprises attached with the Ministry also have a strong skilling and training ethos.
