Question : Road Projects under TOT Model

(a) whether the Government proposes to auction the road projects identified under the Toll Operate Transfer (TOT) model to monetize public funded national highways in the country;

(b) if so, the details and the present status thereof;

(c) whether the National Highways Authority of India (NHAI) plans to lease 75 national highway projects under TOT model and if so, the details thereof;

(d) whether many foreign companies have shown interests on Government-to- Government (G2G) deal for projects under TOT model and if so, the details including the names thereof;

(e) whether some of these companies want the projects to be awarded under a G2G deal on a negotiated basis; and

(f) if so, the reaction of the Government thereto?

(a) & (b) Yes Sir. First Bundle of TOT with a length of 680 km has been awarded to M/s MAIF Investments India Pvt. Ltd. and Ashoka Buildcon Limited Consortium at Bid Concession fee of Rs 9681.5 cr. Concessionaire has deposited Rs.9681.5 crore to NHAI on 28.08.2018 and TOT bundle 1 project has started w.e.f. 29.08.2018.

Bid for TOT Bundle-2 was invited w.e.f. 06.08.2018 and three Bids were received on bid due date of 19.12.2018. However, the Bidding process was annulled due to low quote by highest bidder M/s Cube [14% below Authority Estimated Initial Estimated Concession Value (IECV)].
Bid for TOT Bundle-3 has been invited on 13.06.2019 with bid due date of 11.09.2019.

(c) Yes Sir. National Highway (NH) projects having approximately 6400 k.m. of length have been identified under TOT Model.

(d) to (f) No Sir. No such proposal has been received.
