Question : Welfare Schemes for Fishermen in Bihar

Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING ??????????, ??????? ?? ????? ?????? be pleased to state:
(a) the details and name of the ongoing welfare and development oriented schemes being implemented by the Government at present for the fisheries and welfare of fishermen;
(b) the salient features and goals of these schemes and programmes;
(c) the number of beneficiaries who have been benefitted from these schemes and programmes during the last two years and the current year in various States particularly in the State of Bihar, scheme-wise and programme-wise;
(d) whether the Government proposes to introduce new schemes in addition to the above schemes and programmes for the welfare and overall development of fisheries and fishermen; and
(e) if so, the details thereof?

(a) to (e): The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying is implementing a flagship scheme namely “Pradhan Mantri Matsya Sampada Yojana (PMMSY)”- to bring about Blue Revolution through sustainable and responsible development of fisheries sector in India with highest ever investment of ?20,050 crores in fisheries sector for a period of 5 years with effect from the financial year 2020-21. PMMSY intends to addresses the critical gaps in fish production and productivity, quality, technology, post-harvest infrastructure and management, modernisation and strengthening of value chain, traceability, establishing a robust fisheries management framework and fishers’ welfare. In addition, (i) a dedicated fund namely, ‘Fisheries and Aquaculture Infrastructure Development Fund’ (FIDF) with a total fund size of Rs.7,522.48 crore has been set up for providing concessional finance for creation and strengthening of fisheries infrastructure facilities and (ii) to provide Kisan Credit Cards(KCCs) fishers and fish farmers to meet their working capital needs.
The schemes and programmes implemented by the Department of Fisheries inter-alia focuses on wholistic development of fisheries sector through augmentation of fish production, productivity including welfare of fishermen across the country including in the State of Bihar.It is estimated that so far, a total of 9,77,988 numbers of beneficiaries including 57,927 from the State of Bihar are benefitted under the PMMSY since its inception from the FY 2020-21.
