Question : FINANCIAL ASSISTANCE FOR SERICULTURE



(a) whether the Government has granted financial assistance to sericulture farmers in the country;

(b) if so, State-wise and year-wise details for the last three years;

(c) whether the Government has conducted any study about the social and financial condition of sericulture farmers; and

(d) if so, the details thereof and the reaction of the Government thereto?

(a) & (b): Yes, Madam. The Government through Central Silk Board (CSB) has been implementing a Centrally Sponsored Scheme viz “Catalytic Development Programme (CDP)” under which financial assistance is provided to the sericulture farmers in the country through the respective State Governments. State-wise and year-wise financial assistance provided during the last three years (2007-08, 2008-09 & 2009-10) is given below:

(c) & (d): A study was entrusted to M/s. TERI (The Energy and Resources Institute) to assess the performance of various schemes/components implemented under the CDP during X Five Year Plan. As per their Report, the CDP schemes implemented by CSB have made a positive impact not only in terms of increased quantity of cocoons but also showed an improvement in the quality of the cocoons, both under mulberry and non-mulberry sectors. The report also indicated the improvement in the financial and social conditions of the sericulture farmers, reelers etc. In view of its positive impact, CDP has been continued in XI Five Year Plan.
